Following an NSC decision on 15 April 2021, the coordination of the Afghanistan evacuation was led by a small group of officials from relevant departments across Government, chaired by the relevant Deputy National Security Advisor, reporting to the National Security Advisor. The role of this group was to ensure the evacuation proceeded in line with policies and priorities agreed by the NSC. Staff for Nowzad were processed in line with this policy.

The FCDO was not involved in the evacuation from Kabul by private charter flight of Nowzad's animals. After the end of Operation Pitting, FCDO officials provided some support to the departure of Nowzad staff from Afghanistan for the UK via Pakistan.

The Secretary of State for Defence was clear that the Ministry of Defence did not evacuate Nowzad. No costs were incurred in the limited support provided to Nowzad to secure the required permissions for the charter aircraft to land, and enable safe passage through the airport.

As he said at the Foreign Affairs and Defence Committee’s, the Secretary of State for Defence gave clear direction that the MOD evacuation should not prioritise animals over people.
The Nowzad flight was privately chartered and took place after the UK evacuation effort had ceased. UK military planners were able to assist Mr Farthing with the clearances required for the charter to land at Kabul airport by making an introduction between the charter company and the air operations staff managing the flight access. UK military personnel also enabled access to the aircraft by providing safe passage through the airport gate. This assistance did not detract from the Op Pitting response and the MOD had no further role in the evacuation of animals, including on the Nowzad flight.

As stated by the Defence Secretary, at the 25 January session of the Foreign Affairs Committee (FAC); a plane charted by supporters of Pen Farthing's Nowzad Shelter was given clearance to land and depart with its intended cargo in a landing slot booked by UK military air staff within the Qatar based Combined Air Operations Centre (CAOC).
This clearance was given subject to; the animal's evacuation not interfering with military operations, not interfering with the evacuation of people, or requiring that they 'jump the queue'. As such their evacuation took place on 28 August once the civilian evacuation had ended and in parallel with the final stages of the military withdrawal.
The UK was clear with allies and partners, including the US, that our operation would prioritise people over animals at all stages of the evacuation, with any animal evacuation taking place only at the very last stages of military operation.
