To ask His Majesty's Government what steps they will take to (1) bring forward new technologies for nutrient recovery, and (2) improve cross-body coordination of the monitoring of nutrient recovery.
We will soon be publishing the Circular Economy Growth Plan, which has been developed in collaboration with our industry-led Circular Economy Taskforce, over 1,000 external stakeholders, and cross-government officials.
The Growth Plan will set out how we will stimulate the investment in green jobs and vital infrastructure and innovation needed to turn materials that would otherwise become waste into economically valuable resources for businesses across England to support growth in sectors including: agri-food; built environment; chemicals and plastics; electrical and electronic equipment; textiles; and transport. We recognise the importance of nutrient recovery, including bringing forward relevant new technologies and ensuring effective cross-body coordination of the monitoring of nutrient recovery. As we develop the Growth Plan and continue our work, we will consider the evidence for action right across the economy and evaluate what interventions may be needed.

As set out in our 10-Year Health Plan, we will take decisive action on the obesity crisis to ease the strain on our National Health Service and create the healthiest generation of children ever. This includes implementing junk food advertising restrictions on TV and online, introducing mandatory healthy food sales reporting for large businesses and setting new targets to increase the healthiness of sales in all communities, and boosting the impact of our advertising and promotions restrictions by applying the updated Nutrient Profiling Model (NPM).
The existing advertising restrictions and the location and volume price promotions restrictions on ‘less healthy’ food and drink use the NPM 2004/5 to determine which products are ‘less healthy’ and therefore in scope of the restrictions. The NPM 2004/5 is out of date, and we committed in the 10-Year Health Plan to updating these standards to reflect the latest dietary advice. This will strengthen the restrictions and more effectively target the products of most concern to childhood obesity.
We have started to engage with stakeholders across sectors of the food and drinks industry and will continue this ahead of and during a consultation period in 2026 on the policy application of an updated NPM to ensure stakeholders can feed in their views.

The Department of Health and Social Care’s National Diet and Nutrition Survey (NDNS) provides information on dietary intakes of micronutrients (vitamins and minerals) and blood markers of nutritional status for adults and children. The UK Scientific Advisory Committee for Nutrition has conducted risk assessments on the adequacy of specific micronutrients in the UK diet and made recommendations.
Defra's genetic improvement network initiative supports breeding research which identifies beneficial genetic traits to improve productivity, sustainability and resilience of UK crops including wheat varieties and oilseed rape. No research has been undertaken on micronutrients.
Defra engages regularly with the Agriculture and Horticulture Development Board (AHDB) on a range of agricultural matters. However, these discussions have not included the consideration of micronutrient content in relation to the Recommended List of cereal and oilseed varieties.

As set out in our 10-Year Health Plan for England: fit for the future, we will take decisive action on the obesity crisis, easing the strain on our National Health Service and creating the healthiest generation of children ever. We announced that we would update the nutrient profiling model (NPM) 2004/05, which underpins the advertising restrictions and promotion restrictions on less healthy food and drink policies so that it reflects the latest dietary recommendations.
We will consult on applying the updated NPM to these policies and will publish an impact assessment in due course.

The UK has published a full National Biodiversity Strategy and Action Plan (NBSAP) and UK National Targets that commit us to achieving all 23 targets of the Global Biodiversity Framework (GBF) at home, including Target 7 which features a pledge to reduce excess nutrients lost to the environment by at least half by 2030.
An assessment of progress toward achieving the UK National Targets and implementation of the GBF will be set out in the UK 7th National Report, due to be published in February 2026.
