To ask the Secretary of State for Education, what recent discussions her Department has had with Ofqual on ensuring that grade boundaries fairly reflect variations in the difficulty of A Level examination papers.
Each year, exam boards review a range of evidence when setting ground boundaries, including how students performed and the level of difficulty of the paper. If a paper is found to be more difficult than in previous years, grade boundaries will be set to reflect that. This established process is designed to ensure that students receive results that fairly reflect their knowledge and skills and that standards remain comparable across different exam series.
Ofqual, as the independent regulator, oversees exam boards to ensure that, over time, it is no more difficult to achieve a given grade in a subject from one year to the next, or between exam boards.

The Home Office English Language Testing Programme remains in live procurement. We anticipate that the successful bidder will hold, or secure, Ofqual recognition. They must then continue to meet the rigorous bar required to comply with Ofqual's regulatory requirements. We are working with Ofqual through the procurement to protect the integrity of these high stakes tests and our engagement with them reflects this.
In addition, given the Home Office English Language Testing programme is in live procurement, the Home Office is conscious of protecting the integrity of the procurement.

City and Guilds of London Institute is an independent organisation. The government has no role in its governance or commercial decisions, including the sale of its charitable assets in October 2025.
Following the sale of City and Guilds Ltd, the organisation has confirmed they will continue to deliver qualifications within the further education sector and work constructively with providers as usual.
Ofqual remain actively engaged with City and Guilds Ltd.

Ofqual will set the design rules for V Level structure, assessment and grading which each V Level must meet. In addition to the General Conditions of Recognition, these V Level specific conditions will be used to regulate awarding organisations’ design and delivery of every V Level, in the same way that each A level is regulated.
Ofqual will consider the regulatory approach that best meets the policy intent for V Levels and will consult on their plans in due course.
The department will work with Ofqual and awarding organisations on the approach to development and roll-out to ensure providers have as much time as possible to prepare for the delivery of V Levels.
In our consultation, we outlined plans to transition to V Levels while maintaining Level 3 options for 16 to19-year-olds. The government response will confirm the route order, implementation timetable, and priority subjects for first teaching in 2027.
