To ask the Secretary of State for Defence, when his Department plans to refurbish the Boer War Memorial at St Lucia Barracks in Omagh, County Tyrone.
The Department has no plans to refurbish the War Memorial at St Lucia Barracks, as the site is currently in the process of disposal. Responsibility for any future refurbishment will fall to the new owner.
The memorial tablet to the fallen soldiers of the 2nd Battalion Royal Inniskilling Fusiliers is attached to a wall with listed status. It is itself considered to be part of that listed structure and therefore also protected.
Monthly site inspections are conducted by our personnel to assess the buildings safety and security.

The memorial tablet to the fallen soldiers of the 2nd Battalion Royal Inniskilling Fusiliers at St Lucia Barracks is attached to a wall with listed status. It is itself considered to be part of that listed structure and is therefore also protected.
Any new owners of St Lucia Barracks will be legally required to seek consent from the local planning authority if they wish to alter or move the tablet and may face criminal prosecution if they fail to do so.
Discussions will be held with any potential purchasers of the St Lucia Barracks site to ensure that they are aware of their legal responsibilities to protect and maintain the memorial tablet, and this will be stipulated at the point of sale or transfer.
Motion, on a matter of privilege, that (1) the transcript of unreported oral evidence taken from Mr Baxter by the Northern Ireland Affairs Committee in private session on 11 November 2009 be referred to the Committee of Privileges; (2) the Committee consider the petition from the Secretary to the Omagh Bombing inquiry in relation to that evidence and take any advice it considers necessary; (3) the Committee's powers, including the power to report and publish evidence if it considers it appropriate to do so, shall apply in respect of that evidence; (4) the Committee report to the House on the actions it has taken and any other matters it considers relevant by 30 October 2025; and (5) if the Committee considers the evidence should remain unreported, the Committee's report should include a recommendation on the desirability or otherwise of the release of the evidence to the Omagh Bombing Inquiry.

The Ministry of Defence owns a small area of the St Lucia site (known as the historic core), and the majority of the site is owned by the Northern Ireland Department for Infrastructure; it is for them to comment on any further steps they are taking to protect the site.

The Government was pleased that the Tanáiste reconfirmed the government of Ireland’s commitment to cooperate with the Omagh Bombing Inquiry, in his statement on 28 January 2025.
Nothing can bring back those that were lost that terrible day in August 1998, but the Government wants to ensure that the Omagh Bombing Inquiry has every chance of success. The Irish Government’s commitment to cooperate with the Inquiry is crucial to that endeavour, and the Secretary of State for Northern Ireland has made this point directly in engagement with his counterparts.
Whether the establishment of a separate inquiry in Ireland is required to ensure that the families obtain the information they require is a matter for the Irish Government.

In October 2021, the Northern Ireland High Court found that an Article 2 compliant investigation into the Omagh bombing had not taken place, citing four grounds which the Court held could give rise to plausible arguments that there was a real prospect of preventing the Omagh Bomb. The Gallagher judgement also expressed a desire that a simultaneous Article 2 compliant investigation occur in Ireland, though it recognised that it was not within the Court’s power to order a cross-border investigation.
In response to the findings of the Court, the Secretary of State announced in February 2023 that the Government would establish an independent statutory inquiry into the Omagh bombing. In June 2023, the Secretary of State appointed Lord Alan Turnbull as Chairman of the Omagh Bombing Inquiry. The Government continues working at pace to finalise the Inquiry’s Terms of Reference as soon as possible.
While this is, of course, a matter for the Irish Government, the UK Government is keen to understand what consideration it has given, since the Gallagher judgement, to the setting up of an investigation in Ireland to discharge its obligations under Article 2 of the European Convention of Human Rights. This issue was directly raised most recently by me at the British-Irish Intergovernmental Conference on 28 November 2023.
This is one of several legitimate questions regarding the Irish Government’s record of dealing with legacy matters in its own jurisdiction.

The draft Terms of Reference are with the Inquiry Chair, who has been clear that he will consider them after he has taken the views of those affected by the bombing. Once this process is complete, we will move quickly to agree and publish the Terms of Reference so that the Inquiry can be formally launched.
