I think there are many people watching Prime Minister’s questions across the south of England who would now like Mr Speaker to be demoted in the way that my hon. Friend suggests. [Interruption.] This is very thin ice for a Leigh Leopards supporter to be on.
I am aware of the potential office closure in Liverpool by BT, and the number of job losses—up to 600, I believe. Steve Rotheram, the Mayor of the Liverpool City Region, and MPs have been in meetings, including with No. 10 North yesterday, discussing this and other issues. We will continue to work to support those jobs. Can I also congratulate the Mayor of the Liverpool City Region on bringing buses across the city region back under public control at the weekend, after 40 years of deregulation? That is change in action, protecting services for local communities.

Alberto Costa (South Leicestershire) (Con):
I hope that the Prime Minister likes South Leicestershire as much as he likes the southern parts of England. Blaby, Enderby, Huncote, Cosby and Countesthorpe, to name but a few, are rural or semi-rural villages that have little in common with the urban area of the city of Leicester. The Government are going against the wishes of the residents of those villages, who have responded to the Government’s consultation and said that they do not want to be part of the city of Leicester. This has nothing to do with devolution; it is local government reform changing the boundaries. I have a very easy ask of the Prime Minister. He said that he is in listening mode; will he therefore meet me, the villagers of the areas that I have mentioned, and other stakeholders to discuss the issue of local government reform?

Ofcom, the independent regulator, is responsible for regulating the UK’s wholesale telecoms market. As part of this, it has powers to impose pricing remedies on Openreach to promote competition and protect consumers. The Government’s Statement of Strategic Priorities for Telecommunications steers Ofcom to closely monitor Openreach’s commercial terms and pricing to ensure fair competition, whilst supporting investment, economic growth and the roll out of high-quality digital infrastructure. My department engages with Ofcom regularly on matters related to this market.

The Government is committed to ensuring the security and resilience of the UK’s telecommunications infrastructure.
The Telecommunications (Security) Act 2021 introduced a robust security framework, requiring public telecoms providers to identify, reduce and prepare for the risks of security compromise. Public telecoms providers are responsible for the cyber-security of their own networks, in line with their obligations under this framework. Ofcom, as the telecoms regulator, is responsible for monitoring and enforcing their compliance with those obligations.
DSIT is responsible for developing policies, including legislation, to help ensure the security of the UK’s public telecoms networks and services. DSIT works with the National Cyber Security Centre (NCSC), as the UK’s lead technical authority for cyber security. The NCSC provides advice to government and industry on cyber-security threats and vulnerabilities.
HM Government, including the NCSC, has regular engagement with the UK’s largest telecoms providers across a range of policy areas, including national security. However, it would not be appropriate to comment on discussions related to national security.
