That this House congratulates the Orkney creel fishery for achieving a world-first accolade in being certified against the Community Catch Standard for small scale fisheries; notes that the accreditation is intended to mark high standards for responsible, transparent and community-led seafood sourcing, and recognises organisations that demonstrate strong standards in responsible sourcing, traceability, labour rights, community benefit, and stewardship of marine resources; recognises that assessment of the fishery was carried out independently by NSF, the global certification and assurance organisation; and believes that such accreditation can be an important benchmark for sustainable and economically beneficial fisheries practice in coastal communities across the United Kingdom.

That this House congratulates the organisers of the Orkney Tractor Run held in Kirkwall on 29 December 2022; notes that a total of 179 tractors from family farms across the county were included in the event, which attracted wide attendance from the community; understands that over £28,000 was raised for charity through generous donations, with proceeds to be shared between mental health charity Orkney Blide Trust and the Orkney Heart Support Group; believes that tractor runs play an important role in bringing agricultural communities together and supporting local charities; and wishes the Orkney Agricultural Society and all participants well in anticipation of next winter’s event.

To ask the Secretary of State for the Home Department, what estimate she has made of when the Change Request to the Emergency Services Network necessary to activate 4G masts in Rackwick and Stronsay in Orkney as part of the Scottish 4G Infill Programme will be completed.
The sites referred to on Orkney are EAS0171 Rackwick and EAS0543 Stronsay, they are planned to be activated by March 2023. Both sites are passive build complete with mains power delivered, awaiting transmission and active equipment installation.
They are part of the wider 17 Scottish Futures Trust sites (S4Gi Project sites) that the HO have prioritised with EE, our Transmission (TX) delivery partner. EE are actively working on confirming the TX solutions to the 17 S4Gi sites. The TX contract was awarded to EE in August 22 and have started their prework on providing a full activation plan to the Home Office.

That this House congratulates the 1st Battalion The Highlanders for setting a new Guinness World Record for most attendees to complete a mental health course in 24 hours to mark World Mental Health Day; recognises that a total of 45 members from the area took part in the course, alongside 1,622 members from across the UK; notes that the 30-minute course discussed how to recognise the signs of poor mental health and ways to help to end the stigma and discrimination around those struggling with difficulties; and further notes that all those participants will receive a medal and official Guinness certificate to honour their achievements.

When all of this is over, I think the Prime Minister will genuinely have earned himself a proper break on a paradise island, and in that regard I commend to him the paradise islands of Orkney and Shetland, where we have a fantastic tourism offer that has built up over many decades, but which has at its heart tour guides, craft businesses and small food and drink businesses, who are overwhelmingly self-employed. Will the Prime Minister give an assurance today to those self-employed people that, when the offer of help comes, they will not be in any worse a position that they would be if they were in employment?
When all of this is over, I think the Prime Minister will genuinely have earned himself a proper break on a paradise island, and in that regard I commend to him the paradise islands of Orkney and Shetland, where we have a fantastic tourism offer that has built up over many decades, but which has at its heart tour guides, craft businesses and small food and drink businesses, who are overwhelmingly self-employed. Will the Prime Minister give an assurance today to those self-employed people that, when the offer of help comes, they will not be in any worse a position that they would be if they were in employment?
I cannot in all candour promise the House that we will be able to get through this crisis without any kind of hardship at all, but I can tell the right hon. Gentleman—he and I have talked face to face
about the issue he raises—that we will do whatever we can to support the self-employed, just as we are putting our arms around every single employed person in this country. I well understand the point he makes. As for his generous invitation, he should be careful what he wishes for.
