To ask the Secretary of State for Business, Innovation, Science and Trade, what assessment he has made of the adequacy of protections available to small businesses when seeking compensation from private parcel delivery and courier companies for lost, damaged or delayed deliveries.

We want to see all delivery companies provide a good level of service for customers and businesses and the government has been clear that some operators need to do more to meet the expectations of their customers.
Ofcom is the independent regulator for the parcel delivery sector, and it monitors the experiences of businesses and consumers of parcel delivery services. Ofcom’s last annual post monitoring report found that around eight in ten SMEs were satisfied overall with delivery services.
Ofcom has, however, recognised growing concerns about parcel operators’ delivery performance and is keeping the need for enforcement or additional regulation under review.

The government has been clear that Royal Mail’s quality of service has not been good enough.
The Government has discussed Royal Mail’s performance with the company and Ofcom, as the independent regulator, and they know there is more to do to improve stability and reliability for customers, but it is welcome that the most recently released quality of service figures, for Q1 26/27, show an improvement.
Ofcom has opened an investigation into Royal Mail’s quality of service performance for 2025-26 and Royal Mail has published a quality of service improvement plan alongside a £500 million investment into frontline resourcing.
The government will continue to press royal Mail for improvements in service quality.

Ministers and officials regularly meet with Ofcom in its capacity as the independent regulator of postal services.
Under Ofcom’s consumer protection regulation, all delivery operators must have transparent, simple and inexpensive complaints procedures. Following its last review of the regulatory framework in 2022, Ofcom introduced new guidance for delivery operators on complaints handling processes to provide greater clarity on how they are expected to comply with their consumer protection obligations.
Ofcom continues to monitor operators’ compliance with its regulations and will keep the need for enforcement or additional regulation under review.

The Government has been following the development of the EU’s customs reforms closely and is aware of the potential impact on the publishing industry. The Government continues to raise the issue of tariff and non-tariff barriers affecting UK businesses through established UK-EU governance channels, including the removal of customs duty relief for low-value imports, to support UK businesses trading in and with the EU. We continue to engage with UK businesses to understand the potential implications for UK exporters and affected sectors. We encourage businesses and representative organisations to continue raising concerns through their established engagement channels with Government and the Commission, and where appropriate, through relevant stakeholder consultations.

The information requested is not available. Low value imports are routinely declared using simplified customs declarations known as the Bulk Import Reduced Data Set (BIRDS). Under these arrangements, a single declaration may cover multiple parcels and is submitted using a reduced data set. As a result, the number of individual parcels is not directly recorded.
However, HMRC analysis of sample data suggests that the number of consignments imported using BIRDS more than tripled between calendar year 2021 and the annual period ending June 2024. These figures should not be interpreted as the number of individual parcels imported.

The Executive Order on de minimis is a US domestic policy initiative aimed at addressing longstanding US domestic concerns.
We understand the challenges associated with these changes and have published resources on business.gov.uk to support exporters. DBT has also launched the Business Academy’s “Gateway USA” series and expanded access to the Export Support Service and Business Growth Service.
Following removal of the de minimis threshold, the UK was able to immediately offer a postal solution, with Royal Mail implementing a system to ensure continuity of service to the US.
We continue to engage the US on its wider trade approach.
