Great Britain regained freedom from highly pathogenic avian influenza (HPAI) in May 2026 and the current risk of highly pathogenic avian influenza from wild birds, including released captive-bred pheasants and partridges, is assessed as low.
Defra’s Gamebird rapid evidence review was published in 2020 and is available here. Further research into these findings was published in 2025 and available here.

The Government remains firmly committed to maintaining and improving animal welfare and is aware of the strong public feeling on keeping gamebirds in cages. As stated in the Animal Welfare Strategy, the Government will improve its understanding of the welfare issues on how gamebirds are reared in the gamebird sector through issuing a call for evidence.
To ask His Majesty's Government which notifiable diseases have been confirmed in (1) pheasants, and (2) red-legged partridges, in the last five years; and whether there is evidence of transmission to wild birds for any of these diseases.

In the last five years there have confirmed cases of both low pathogenic avian influenza (LPAI) and highly pathogenic avian influenza (HPAI) on premises containing pheasants. Some premises confirmed with HPAI and LPAI have also had red-legged partridges. There have also been findings in both species in found dead wild birds tested as part of wild bird surveillance.
Epidemiological investigations at infected premises did not find any evidence to support likely transmission from farmed gamebirds to wild birds on these premises.

The release of pheasant and red legged partridge on or within 500 metres of a European site must be authorised under licence. It is a requirement of such licences to report releases made under their authorisation. Our records show that the following numbers of birds were reported released during the relevant years.

Releases undertaken beyond 500 metres of a European site, do not need to be reported and my Department therefore does not hold the information requested.
The number of birds being released has been increasing, and it is currently estimated that between 39 and 57 million pheasants and 8.1 and 13 million partridges are released in the UK, with 85% of these in England. It is thought that releases on or within 500 metres of a European site in England, represent less than 1% of total release activity in the UK.

This will principally depend on the level of risk from Avian Influenza to commercial poultry flocks and to our internationally important bird populations at Special Protection Areas. It is not possible to say at this point in time what the level of disease risk will be during the 2026 release season and therefore what level of release will be permitted.
My hon. Friend talks about an additional 1p per egg, but does she agree that some sort of financial incentive or financial reason would be an important factor in increasing the state’s ability to phase out cages and crates? Otherwise, we are not going to see this happen en masse.
