That this House congratulates Edinburgh Zoo on the remarkable recovery of Poly, a northern rockhopper penguin, following her second surgery to treat a serious infection in her eye socket; notes that Poly has now returned to her colony at Penguins Rock and continues to be monitored by expert veterinary staff; acknowledges the collaborative work between RZSS vets and ophthalmology specialists at the University of Edinburgh’s Royal (Dick) School of Veterinary Studies in ensuring the best possible care for an endangered species; recognises the dedication and commitment of animal care and veterinary teams in providing intensive postoperative support, including the innovative use of adapted recovery equipment; further recognises that every addition to an endangered species’ population is a meaningful contribution to conservation efforts; and calls on the Government to continue supporting the vital work of UK zoos and conservation charities in animal welfare, species preservation, public education, and scientific research.

The Government published new Standards of Modern Zoo Practice for Great Britain on 24 May 2025, which will come into force from May 2027. The new Standards contain the very latest in best practice for caring for animals in zoos and aquariums, including penguins, and will replace the 2012 Secretary of State’s Standards of Modern Zoo Practice.
Local authorities are responsible for licensing zoos and aquariums, enforcing conditions and carrying out inspections to ensure animals are being kept in line with the Standards.
That this House celebrates the return of the popular daily penguin parade at Edinburgh Zoo under the new title of the Wee Waddle, when the resident Gentoo, Rockhopper and King Penguin colonies are able to explore the area outside their usual habitat on a specially designated walkway; commends the Royal Zoological Society of Scotland for its continued efforts in conservation, education and animal welfare; recognises the joy and educational value that experiences such as the Wee Waddle bring to visitors of all ages; and congratulates Edinburgh Zoo on yet another innovative way of engaging the public in the wonders of wildlife and the importance of protecting endangered species

The UK has some of the highest animal welfare standards in the world. Under the Zoo Licensing Act 1981, all zoos in Great Britain must be licensed to appropriate welfare standards, as set out in the Secretary of State's Standards of Modern Zoo Practice. An updated version of the standards will be published shortly. Zoo standards are enforced in Great Britain by Local Authorities. While the Department is aware of the penguins at the London Aquarium Defra cannot comment on individual cases.
That this House expresses grave concern regarding the welfare of 15 Gentoo penguins currently being kept in a windowless basement at the London Sea Life Aquarium; notes that these penguins, native to the Antarctic Circle, are confined to a pitifully small enclosure with only six to seven feet of water depth in which to dive, a stark contrast to the 600 feet they are capable of diving in the wild; understands that the constant public observation and noise may cause significant stress and adverse health effects to these intelligent and sensitive creatures; recognises that Gentoo penguins are currently listed as of Least Concern by the IUCN Red List, making Sea Life’s claims of conservation through breeding programmes both misleading and exploitative; and demands that the multi-billion pound business which owns Sea Life, Merlin Entertainments, immediately cease the exhibition of penguins and use its considerable resources to guarantee a safe and healthy relocation for these penguins.

To ask the Minister of State, Foreign, Commonwealth and Development Office, what steps he is taking to help preserve penguin populations in the Overseas Territories.
Many protections already exist for penguins in the Overseas Territories. These include the Marine Protected Area around South Georgia & the South Sandwich Islands, and the Antarctic Treaty System. The Government also supports biodiversity through Darwin Plus which, since 2012, has invested over £47 million in over 260 projects. Projects have aimed to conserve northern rockhopper penguins on Tristan da Cunha, and improve native tussac grassland to improve breeding habitat for Magellanic penguins in the Falkland Islands. In the UK-OT Joint Declaration, we committed to strengthen our partnership to protect and sustainably manage our unique and globally significant environments.

The Government of South Georgia and the South Sandwich Islands (GSGSSI) manages a highly regulated fishery, in accordance with its Marine Protected Area legislation. Only vessels which fully meet requirements of both the Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR) and strict GSGSSI licensing requirements are able to conduct fishing activities. Scientific observers are deployed on every fishing vessel, and there are seasonal and spatial controls to ensure the fishery does not impact on the conservation of all animals living around these islands.

The UK is a co-proponent of a proposal to establish a Marine Protected Area (MPA) in the East Antarctic, which has been submitted by the Australia and the European Union and its Member States to the annual meetings of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) since 2010. The UK is convinced of the need for a system of MPA to be established around Antarctica to underpin protection of the unique habitats and the resilience of the ecosystem to adapt to climate change. Following the designation of the first, UK-led, Marine Protected Area in CCAMLR waters in 2009, the UK has consistently supported the designation of an MPA in the Ross Sea region of Antarctica, which was finally agreed in CCAMLR in 2016, and is continuing to work with other CCAMLR Members to secure agreement to the East Antarctica MPA proposal as soon as possible.

UK Overseas Territory (OT) Governments are constitutionally responsible for the protection and conservation of their natural environments. Through the UK Government-funded Overseas Territory Environment and Climate Fund (Darwin Plus) we have committed approximately £5.2 million since 2012 to supporting environment projects in the OTs. A number of these have helped to conserve penguins.
Darwin Plus has funded projects to create a regional database of penguin tracking data, population analysis and modelling and to deploy autonomous camera units to monitor penguin populations in the British Antarctic Territory and South Georgia and South Sandwich Islands.
In addition, the Foreign and Commonwealth Office recently funded a project led by the Royal Society for the Protection of Birds to carry out the first ever stocktake of species in the OTs. The study, completed between January 2013 and March 2014, with further work in 2015, brought together all known species records and conservation assessments. Although only a few OTs have permanent penguin populations, it found that the islands of the OTs include more penguins than any other nation on earth, holding an estimated 36% of the world’s population of southern rockhopper penguins and 34% of gentoo penguins.
