Penzance Driving Test Centre
I rise to present a petition on the future of the Penzance driving test centre. The metrics used by the Driver and Vehicle Standards Agency assume homogenised geographic uniformity, but we are at the end of a long thin peninsula. The DVSA offers a postcode search tool,...

To ask the Secretary of State for Transport, whether the Driver and Vehicle Standards Agency (DVSA) is taking steps to reduce car practical driving test waiting times in Penzance; and if the DVSA will increase the number of available time slots for those tests in that area.
To ask the Secretary of State for Transport, whether the Driver and Vehicle Standards Agency (DVSA) is taking steps to reduce car practical driving test waiting times in Penzance; and if the DVSA will increase the number of available time slots for those tests in that area.
To increase the number of available test slots, the DVSA is conducting tests outside of regular hours, including at weekends and on public holidays; they are also buying back annual leave from driving examiners. They have deployed all eligible managers and administrative staff back on the front line to do driving tests from the beginning of October until the end of March.
Since April 2021, measures put in place by the DVSA to reduce waiting times for its customers, together with the ongoing recruitment of driving examiners, is creating on average over 46,900 extra car test slots each month.
As of 29 January 2024, there were 533,785 car practical driving tests booked, and 130,965 driving tests available within the 24-week booking window.
As of 29 January 2024, there were 19 driving tests available to book within the 24-week booking window at Camborne driving test centre (DTC); the next nearest DTC to Penzance.
The DVSA continues to monitor the deployment of its driving examiner resource. Where it identifies DTCs that require additional resource, if possible, it will redeploy staff to meet that demand.
That this House recognises that the Night Riviera Sleeper service, operated by Great Western Railway (GWR) between London Paddington and Penzance, plays a vital role in providing sustainable and low-carbon travel between the capital and west of England; believes the staff employed on the Night Riviera provide a high-quality service to passengers; notes that research has found that travel by train is seven times more environmentally friendly than flying; further believes that reliable and high-quality rail links to areas popular with tourists support local economies and jobs; further notes that around 100 Sleeper services have been cancelled between September and November this year due to engineering works; further believes that wherever possible cancellations should be avoided and alternatives such as changes to the route or timing of the service should be considered; further understands that the rolling stock used to operate the Night Riviera is reaching the end of its natural lifespan; understands that GWR’s business plan for 2022 requires it to provide proposals to the Government about the future provision of the Night Riviera Sleeper; further understands that, that in light of this, concerns have been raised by the National Union of Rail, Maritime and Transport Workers about the future of the Night Riviera Sleeper; therefore calls on GWR and the Government to commit to maintaining the service, ensure all jobs on the Night Riviera Sleeper will be protected, and set out a plan for investing in this vital service.

To ask the Secretary of State for Transport, how many and what proportion of Great Western Railway night riviera sleeper services (a) were and (b) are expected to be cancelled as a result of planned engineering works between September and November 2023.
To ask the Secretary of State for Transport, how many and what proportion of Great Western Railway night riviera sleeper services (a) were and (b) are expected to be cancelled as a result of planned engineering works between September and November 2023.
From September to November 2023, the Night Riviera was scheduled to run 156 times (2 journeys a day, 6 days a week):
- 58 of these journeys have been cancelled in full because of the re-signalling works – this is 37% of journeys.
- 24 journeys will start/terminate at Plymouth instead of Penzance – this is 15% of journeys.
- 8 have been cancelled because of ASLEF action short of a strike – this is 5% of journeys.
- 66 services are planned to run as normal, primarily on Fridays and Sundays – this is 42% of services.
Rounding of % means the above add to 99% not 100%.

To ask the Secretary of State for Transport, what assessment he has made of the feasibility of options for maintaining the Great Western Railway night riviera sleeper service during engineering works.
To ask the Secretary of State for Transport, what assessment he has made of the feasibility of options for maintaining the Great Western Railway night riviera sleeper service during engineering works.
Officials and Great Western Railway have considered several options for maintaining the Night Riviera sleeper service during upcoming works to upgrade signalling in Devon and Cornwall. Unfortunately, none of these were deemed feasible.
Together GWR and Network Rail were able to agree a plan that allows Sleeper services to continue to operate on Friday and Sunday nights as well as some select days in recognition of the key role this train plays for customers. The sleeper service will resume six nights a week as soon as completion of the work allows.
To ask the Secretary of State for Transport, what assessment he has made of the potential economic impact on (a) Devon and (b) Cornwall of cancellations to the GWR Night Riviera service during engineering works.
To ask the Secretary of State for Transport, what assessment he has made of the potential economic impact on (a) Devon and (b) Cornwall of cancellations to the GWR Night Riviera service during engineering works.
No assessment has been made, but Network Rail has agreed to do this work in a series of possessions over four-nights a week instead of closing the railway for longer periods during the day. This would have impacted those using the railway to travel to work or education or visitors to Devon and Cornwall. Resignalling in Devon and Cornwall will improve reliability and offer options for improved timetables in future, supporting the economy of both counties.

As part of their Future Fleet and Depot proposal (a 2022/23 Business Plan Commitment), Great Western Railway considered proposals for the optimal future provision of the ‘Night Riveria’ Sleeper services. These remain under consideration by the Department, but there are no current plans to alter the rolling stock on the Night Riviera service or it’s frequency.

To ask Her Majesty's Government what assessment they have made of the importance of retaining the sleeper train between Penzance and London to the economy of the South West.
The Department for Transport last sought the public’s views on the Great Western franchise in the consultation starting in November 2017. The response, published in August 2018, did not identify specific issues or concerns about the London-Penzance sleeper service.
I would love to come to Penzance if time permits—it is an area of the country I would love to visit—and I will continue to work with my hon. Friend to deliver post office services in his region. He is a passionate supporter of the Post Office and I welcome his support for me in my role as the Minister in that area.

I was glad to hear of the Minister’s offer to visit the south-west and meet our hon. Friend the Member for Torbay (Kevin Foster). Will she continue all the way down to Penzance and meet post offices in my area that are threatened with closure or have already closed?
