Where a Right to Manage (RTM) company takes over management of a building it is responsible for ensuring compliance with the terms of the lease. In some cases, leases require approval for pets which the RTM is responsible for granting. RTM companies are entitled to recover permission fees to cover their reasonable costs.
Guidance for RTM companies in exercising their functions including granting approvals is provided by the Leasehold Advisory Service.
Permission fees and administration charges - whether issued by a landlord or an RTM company - should only be used where necessary and should cover only any reasonable costs incurred. Any fees and charges should be justifiable, transparent, and communicated effectively and there should be a clear route to redress if things go wrong.
By law, variable administration or permission charges must be reasonable, and leaseholders can challenge them by applying to the tribunal for a decision if they do not believe they are fair.

As part of the Animal Welfare Strategy, this Government has committed to launch a consultation on dog breeding reform to improve the health and welfare of breeding dogs and their puppies. This Government has also committed to improve our understanding of the size, scale and current management practices related to cat breeding, drawing on expertise from the sector, and consider any further steps which may improve welfare practices in the cat breeding sector.

The Competition and Markets Authority (CMA) introduced the cap as part of a wider package of remedies to improve affordability, transparency and competition in the veterinary services market. That this House recognises that increasing numbers of people experiencing homelessness are forced to choose between accessing accommodation and keeping the pets that provide companionship, emotional support, stability and safety; notes that people choose to sleep rough, sofa surf or remain in unsafe circumstances rather than surrender their animals; acknowledges that this is a preventable barrier to accessing housing and support; further notes the campaign led by Street Paws calling for social landlords, shelters and temporary accommodation providers not to unreasonably refuse pets where a suitable risk assessment demonstrates this to be safe and appropriate; believes that such a change is practical, proportionate and achievable without significant additional funding or new legislation; recognises the important role that pets can play in supporting mental wellbeing, reducing loneliness and helping people maintain stability during periods of crisis; also notes that exclusionary pet policies can prolong homelessness and place additional pressure on local authorities and frontline services; welcomes the successful adoption of pet-inclusive approaches in a number of areas, including Greater Manchester, demonstrating that such policies can be implemented safely and effectively; further welcomes the cross-party support shown for this campaign by Members of both Houses, housing professionals, animal welfare organisations and public figures; commends the work of Street Paws in supporting people experiencing homelessness and their animals; and calls on the Government to work with local authorities, housing providers and homelessness charities to promote clear, consistent and evidence-based guidance to ensure that no-one is denied access to accommodation for having a pet.

This Government thanks the Competition and Markets Authority (CMA) for their hard work in delivering the market investigation into veterinary services for household pets. Many of the recommendations raised by the CMA requiring legislative change were covered in Defra’s consultation into the reform to the Veterinary Surgeons Act 1966 (VSA). This Government shall release a response to the CMA’s market investigation and the consultation on the reforms to the VSA in due course.

There are currently no plans to hold any discussions with Improve International on the number of Official Veterinarians who can issue Animal Health Certificates.
Defra is aware of the numerous challenges facing the veterinary sector, including recruitment and retention of qualified veterinary surgeons. Defra officials are working with the sector to increase capacity, for example through reform of the Veterinary Surgeons Act 1966, which will enable more activities to be delegated to other members of the veterinary team. This will give veterinary surgeons more time to undertake other activities including, if they wish, Official Veterinarian duties.

DWP has made no plans to measure companion animal ownership or its impact on the UK Labour Market. The main household surveys DWP uses, such as the Labour Force Survey, are conducted by the Independent Office for National Statistics.
