This Government is committed to improving the resilience of the UK's food system and supply chains in the face of environmental and geopolitical risks. With reference to the findings of the UK's National Security Assessment on global ecosystem degradation, Defra is supporting sustainable domestic production, strengthening supply chain resilience, and working with international partners to protect the ecosystems that underpin global food security and economic prosperity.

To ask the Secretary of State for Environment, Food and Rural Affairs, whether she plans to expand phosphorus reduction targets to include smaller upstream wastewater treatment works.
Phosphorus levels in treated wastewater are monitored by the Environment Agency (EA), and the discharge of phosphorus from wastewater treatment works is managed in accordance with discharge permit conditions, also enforced by the Environment Agency.
The Environmental Improvement Plan sets an interim target to reduce phosphorus loadings from treated wastewater into freshwaters in England by a 50% reduction by 31 Jan 2028.
This will be delivered – along with the long-term target of an 80% reduction by 31 December 2038 – through upgrades to wastewater treatment works as part of the usual water company business planning cycle. The EA will support the upgrades by introducing new or strengthened phosphorus limits to wastewater treatment works’ permits, including at many smaller treatment works, requiring them to actively take steps to reduce phosphorus pollution for the first time.

A recent £15 million round of the Farming Innovation Programme focussed on nutrient management, funding research projects to develop ideas and technology enabling farmers to manage their inputs and reduce environmental risk more effectively. Managing and recovering phosphorous in slurry is in scope of this competition and the successful projects will be announced in due course.

To ask the Secretary of State for Environment, Food and Rural Affairs, what progress her Department has been made on reducing phosphorus loadings from treated wastewater in the last two years.
Monitoring data on phosphorus loadings from treated wastewater is collated on a five-yearly basis to align with the water company business planning cycles. Between 2015 and 2020, phosphorus in treated wastewater discharged into rivers has reduced by 22%.
However, the Government knows that the amount of phosphorus in treated wastewater is still damaging to the water environment.
That is why we are requiring water companies to take further action to meet our new Environment Act target for wastewater. Water companies must deliver an 80% reduction in phosphorus loadings from treated wastewater by 2038 (against a 2020 baseline), with an interim target of 50% by 31 January 2028.
To meet this target, we will work with the Environment Agency to tighten the permits on wastewater treatment works even further, requiring an additional estimated 400 treatment works to meet the strictest limits for phosphorus.
Our amendment to the Levelling Up and Regeneration Bill will also contribute to the achievement of this target by requiring water companies to improve the performance of wastewater treatment works to the strictest limits for phosphorus in designated areas by 1 April 2030.
