DSIT are funding an Innovation and Knowledge Centre led by the University of Southampton’s world leading silicon photonics research foundry, Cornerstone. This centre is focused on translating silicon photonics technologies from research to industry, including photonic integrated circuits that are essential for optical computing.
In parallel, the UK’s National Quantum Computing Mission aims to build scalable quantum computers. We have already announced over £1bn of funding for the quantum technologies sector – which includes over £500m specifically around the development of quantum computing of which photonic approaches are an integral part. Details of key milestones and funding programmes under this investment will be published soon.

The UK’s Modern Industrial Strategy recognises the opportunity to capitalise on our strength in photonics, chip design, and advanced technologies. To deliver this, DSIT is considering infrastructure needs as recommended by the Royal Academy of Engineering’s quantum infrastructure review.
The UK already has strengths in photonics including Scotland’s photonics cluster, supported by centres like the James Watt Nanofabrication Centre and the Fraunhofer Centre for Applied Photonics. UK universities, such as Southampton and Cambridge, contribute to European photonics pilot lines with DSIT funding. DBT's Strategic Technologies Team and OfI's Venture Capital Unit introduce UK photonics firms to major international venture capital investors at leading global photonics events every year. These demonstrations of the scale, breadth and quality of the UK photonics industry often incentivise leading photonics venture investors to expand their UK activities.
OfI's Venture Capital Unit also works closely with a small number of UK Venture Capital firms who seek to raise capital to invest into photonics. The unit offers a bespoke and vital service of introducing these UK firms to carefully selected international Limited Partners for capital raising.

‘Electronics, Photonics and Quantum’ was one of seven technology families defined by the Government in the Innovation Strategy (HMG 2021), which highlighted UK strengths in high potential emerging technologies.
The UK is a global leader in photonics, which contributed £14.5 billion to the UK economy in 2020. Government is keen to see this contribution grow across many applications, including manufacturing and agriculture. Agriculture was specifically cited in the Innovation Strategy as a domain for the convergence of the technology families.
Photonics was also included within the National Security Investment Act (NSI) to ensure its growth and adoption is secure.
My hon. Friend will be aware that photonics is one of the seven technology families highlighted in the innovation strategy with the absolute intention of showing and developing its domestic potential and the exports possibilities.

I thank the Secretary of State for his response, but he will know that photonics is completely undervalued across the United Kingdom and that south Devon is home to a large contingent of the photonics sector. With that in mind, can I invite him or presumably his successor, if I am allowed to say that, to the iMAPS—International Microelectronics Assembly and Packaging Society—conference on 18 October to safeguard and flag up the photonics sector?

As chairman of the all-party parliamentary group on photonics and quantum, I am well aware of the huge success of the UK photonics sector, but its future depends on a thriving semiconductor industry based here in the UK. The UK has that capability, but we need the semiconductor strategy. Could the Secretary of State update the House on when we can expect to see that strategy?

By a curious anomaly, the semiconductor strategy is fully owned by the Department for Digital, Culture, Media and Sport, so that question could be directed to it, but I am grateful that the hon. Member has acknowledged the booming sector here in the UK.
