The £18m Playgrounds Fund is a targeted programme to improve children’s access to safe, inclusive, high‑quality local play spaces in communities where it has fallen furthest behind. This investment in playgrounds reflects the Government’s commitment to give children the best start in life. At this stage, we have no current plans to expand the Playgrounds Fund to additional local authorities.

To support the improvement of playgrounds, the Government is providing the £18 million playgrounds fund. This fund is a targeted programme to improve children’s access to safe, inclusive, high‑quality local play spaces in communities where it has fallen furthest behind. £18 million over two years will support local authorities to buy new or refurbish up to 200 playgrounds across England, prioritising areas with high child deprivation and poor access to safe, local play space.
While the playgrounds fund is a dedicated pot, other sources of funding could be used for this purpose. This includes local authorities being able to draw from the most recent local government financial settlement, which is our most significant step yet to make English local government more sustainable. The government is making good on long overdue promises to fundamentally update the way we fund local authorities. We are delivering fairer funding, targeting money where it is needed most through the first multi-year Settlement in a decade.
The Government’s Pride in Place Programme will also provide up to £5.8 billion over ten years to support 284 neighbourhoods identified as most in need. Each neighbourhood under the programme will be given up to £20 million of flexible funding and support. In each place, the local neighbourhood board will work with the community to decide how this funding is spent, which could include investment in local regeneration projects such as parks and playgrounds where these reflect local priorities.

Responsibility for funding, managing and maintaining urban parks and playgrounds lies mainly with local authorities. We have supported local authorities through the Local Government Finance Settlement, which is our most significant step yet to make English local government more sustainable. The government is making good on long overdue promises to fundamentally update the way we fund local authorities. We are delivering fairer funding, targeting money where it is needed most through the first multi-year Settlement in a decade.
In addition to this, we are supporting 66 local authorities through the £18 million Playgrounds Fund, a targeted programme to improve children’s access to safe, inclusive, high quality local play spaces in communities where it has fallen furthest behind. This will support local authorities to buy new or refurbish up to 200 playgrounds across England over the next two years, prioritising areas with high child deprivation and poor access to safe, local play space.
That this House recognises the vital role played by adventure playgrounds across Leicester in supporting children's development, mental health and wellbeing; notes that in some of the city's most deprived communities, these nine community hubs have served Leicester's children for over five decades, providing safe spaces for supervised play, after-school activities and holiday provision; further notes the well-evidenced links between access to play and improved outcomes in physical health, social integration, emotional resilience and educational attainment, as well as the disproportionate impact on children in areas of high deprivation when such provision is lost; is deeply concerned that funding cuts of over 50% have forced playgrounds to drastically reduce opening times, place summer holiday provision in jeopardy for the first time in 55 years, and put at risk services on which hundreds of children depend daily; also notes that these cuts fall hardest on children in Leicester's most disadvantaged communities, compounding existing inequalities in access to play, outdoor space and early mental health support; and calls on both central and local government to ensure long-term sustainable funding models are put in place to protect these services, and that children in deprived communities are never again put at risk of losing access to this essential provision.

Local authorities work locally to support adults and children to lead more active lives through access to nature, parks, and play spaces. We are investing in local government. The Spending Review 2025 provides over £5 billion of new grant funding over the next three years for local services that communities rely on. This includes £3.4 billion of new grant funding which will be delivered through the Settlement for 2026-27 to 2028-29.
Between 16 December 2025 and 10 March 2026, we consulted on changes to the National Planning Policy Framework. That consultation, which can be found on gov.uk here, included proposals relating to the provision of play space. The government has recently published a draft update to national design guidance, which emphasises that development proposals should maximise the potential for play in the layout, form and appearance of development. In terms of safety, owners and operators of playgrounds are required to comply with existing legal requirements as applicable.
Government also owns the Green Flag Award scheme, which helps to increase access to quality green spaces and parks; sets the standard for those spaces to meet the needs of the communities they serve and has helped to transform thousands of spaces across the country. This includes many parks across Newcastle-under-Lyme, such as Bathpool Park, Brampton Park and Lyme Valley Park.
