The Government has contributed through toxicologists in several Government departments or agencies in a report compiled by the British Toxicology Society (BTS), which is available at the following link:
This report identified gaps in toxicological expertise in the United Kingdom, including in Government bodies. As a result, BTS put in place an initiative called the BTS skills gap initiative, with several Government departments and agencies on the advisory board, to expand toxicological training in the UK. This initiative started in 2024 and has been successful, resulting in an expansion of the number of training courses available. We remain committed to stopping dangerous drugs – including poisons – from entering the country. Our Border Force Officers continue to work to stop illegal drugs by making more, higher-quantity seizures than in previous years, using advanced technology, data analytics, and greater intelligence, derived from close working relationships with police, the National Crime Agency, and international partners.
It would not be in the interest of national security to disclose specific systems in place, nor further information regarding intelligence gathering and sharing.

The reporting function under the Poisons Act 1972 applies to retailers in Great Britain only.
Upon importation Border Force does, however, have the powers to seize or detain if regulated explosive precursors or poisons that do not have the requisite licence or are considered suspicious are identified.

We continue to keep our policies regarding dangerous substances under review to ensure appropriate regulation and controls are in place to keep the public safe.

The three consultant clinical toxicologists (and two emergency physicians with an interest in clinical toxicology) are all employed by Guy’s and St Thomas’ NHS Foundation Trust (GSTT) with full-time National Health Service contracts.
Guy’s Poisons Unit closed over 15 years ago. Poisons information services in the United Kingdom are run by the National Poisons Information Service (NPIS) which has units in Birmingham, Newcastle, Cardiff and Edinburgh. Two of the GSTT Consultant Clinical Toxicologists are on the NPIS consultant on call rota.

On 23rd January, the Home Office laid the Control of Explosives Precursors and Poisons Regulations 2023 to further tighten the controls in place for explosives precursors and poisons to prevent the illicit use of these substances. These regulations add to the existing framework put in place by the Poisons Act 1972 which sets out controls of explosives precursors and poisons in Great Britain, permitting a licensing regime for the purchase and use of regulated substances where there is a legitimate need and no safer alternative.
The Control of Explosives Precursors and Poisons Regulations will come into force on 1st October 2023, and follow a public consultation on the subject which ran between December 2021 and March 2022.
These regulations include additional measures designed to strengthen the existing suspicious activity reporting regime under the Poisons Act 1972, in addition to implementing new obligations on online marketplaces to report suspicious activity on their platforms. New substances are also being added to the lists of reportable and regulated precursors and poisons to prevent access to materials of the highest concern for illicit purposes, while also maintaining access for legitimate purposes. Furthermore, additional obligations will be placed on businesses to ensure that information about restricted substances is passed along the supply chain, and to ensure that workers selling regulated and reportable substances understand their obligations under the Act.

The Department for Work and Pensions has not held any discussions with the Secretary of State for Health and Social Care on automatic tests as gas safety and, more broadly, carbon monoxide (CO) awareness is a cross government issue.
There is a Cross-Government Group on Gas Safety and Carbon Monoxide, which has members from several government departments such as the UK Health Security Agency, Department for Business, Energy and Industrial Strategy and the Health and Safety Executive. The Group ensures a joined-up approach to reduce carbon monoxide poisoning and improve gas safety, whilst maintaining an overview of incidents and trends, and publishing an Annual Report to explain the collective work of government.

Between December 2021 – March 2022, the Home Office ran a public consultation on potential amendments to the Poisons Act 1972. The consultation proposed a number of measures, including a proposal to add 2,4-dinitrophenol (DNP) and its derivatives including sodium dinitrophenolate as a regulated poison under the Act. Responses were submitted through an online survey on gov.uk, by email and by post.
In total 128 responses were collected in the consultation. Of these responses, zero responses were received indicating the use of 2,4-Dinitrophenol (DNP) or derivatives including sodium dinitrophenolate. As no responses were received indicating members of the public were using DNP for legitimate purposes, it was considered proportionate to proceed with regulating DNP as a poison under the Poisons Act.

The MMO have not yet received a request for a licence or for advice to sample in the relevant area. Sampling of sediment from the seabed does not necessarily require a Marine Licence from the Marine Management Organisation (MMO) if certain criteria are met. Gas safety and, more broadly, carbon monoxide (CO) awareness is a cross government issue. Whilst the Health and Safety Executive (HSE) holds the government lead on domestic gas safety, the UK Health Security Agency (UKHSA) is responsible for public health; including to advise and raise public awareness of CO. HSE, UKHSA and others contribute to the work of the Cross-Government Group on Gas Safety and Carbon Monoxide, which publishes an Annual Report.
The Gas Safe Register (GSR) run the approved registration scheme for gas engineers on behalf of HSE and, as part of their remit, have responsibility for raising awareness of gas safety and the risks of CO exposure. GSR publish a range of gas safety information and guidance on their website, and regularly run media campaigns to promote key gas safety messages to the general public. This includes promoting and delivering the annual national safety campaign “Gas Safety Week” which has wide ranging coverage.
