To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what plans she has to engage with the Government of Portugal following its election to a non-permanent seat on the United Nations Security Council for the 2027-2028 term.
Foreign, Commonwealth and Development Office (FCDO) ministers and officials have been in touch with their counterparts in Austria, Kyrgyzstan, Portugal, Trinidad & Tobago and Zimbabwe following their election as non-permanent members of the UN Security Council for the 2027-2028 term. The UK looks forward to working closely with them to progress our shared priorities in the Council, maintain international peace and security, and uphold the UN Charter.
To ask His Majesty's Government what steps are being taken to protect British-owned and British-manned vessels from orca attacks off the coast of Spain and Portugal.
To ask His Majesty's Government what steps are being taken to protect British-owned and British-manned vessels from orca attacks off the coast of Spain and Portugal.
This is a challenging situation which requires consideration of the safety of mariners as well as the conservation needs of this critically endangered population of Iberian orca. This issue has been ongoing since 2020 and has been discussed in the International Whaling Commission’s (IWC) Scientific Committee since 2021.
A workshop in 2024 which included the UK-backed Vice-Chair of the IWC’s Scientific Committee, members of the Scientific Committee and orca experts assessed the behaviour and developed mitigation measures with a view to safeguarding lives at sea. Recommendations included moving away from the area and using measures that produce noise if appropriate authorisations are in place and highlighted the need for further research to better understand the issue.
This topic is due to be discussed at this year’s International Whaling Commission Scientific Committee meeting which begins next week, running 27 April to 8 May. The UK will Chair this year’s meeting, and Defra officials and experts from the Centre for Environment, Fisheries and Aquaculture Science (Cefas) and the Joint Nature Conservation Committee will also be in attendance.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps he is taking to help strengthen the UK’s relationship with Portugal.
The UK maintains strong and enduring ties with Portugal across a broad range of bilateral files. The Foreign Secretary last met with his Portuguese counterpart Foreign Minister Rangel when he visited Lisbon in March earlier this year. I last met with my Portuguese counterpart Secretary of State Domingos when I visited Lisbon in January. Both visits discussed how we can continue to effectively implement the UK-Portugal Joint Declaration.

We have secured confirmation that there will be no legal barriers to eGates use for UK nationals travelling to and from EU Member States after the introduction of the EU's Entry/Exit System.
But the Prime Minister has been clear that we believe European countries should go further and faster now.
We are therefore working with individual Member States at pace to make that transition happen as soon as possible. This includes discussions with Portugal.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what discussions he has had with (a) the trustees of Chelsea Football Club, (b) his Portuguese counterpart and (c) the European Commission on the proceeds of the sale of that club.
The Government is determined to see the proceeds from the sale of Chelsea Football Club reach humanitarian causes in Ukraine, following Russia's illegal full-scale invasion.
We are deeply frustrated that it has not been possible to reach agreement on this with Mr Abramovich so far.
While the door for negotiations will remain open, we are fully prepared to pursue this matter through the courts if required, to ensure people suffering in Ukraine receive the benefit from these proceeds as soon as possible.

My Lords, does the Minister accept that an essential tool in balancing UK electricity network capacity is the availability of a significant additional number of pumped storage hydro schemes? Will he urge GB Energy to accelerate the pumped storage projects currently under consideration and reconfigure grid capacity to facilitate this?

My Lords, the noble Lord makes an important point. I certainly accept that pumped storage energy has a role to play. I shall make sure that Great British Energy is apprised of the views he has taken. He knows that we wish them to operate independently within the strategic framework,...
