Defra provides funding through JNCC to the UK-wide Seabird Monitoring Programme (SMP), and the JNCC-led Seabirds Count census which provide UK-wide monitoring for seabirds, including puffins. The results are publicly available and will inform future conservation actions.
The most recent Seabirds Count census (2023) counted 474,679 pairs of puffins. Where comparable data were available, they indicated declines of 23% since 2000, reinforcing the importance of collaboration on seabird conservation.
The devolved Governments are implementing their respective seabird conservation strategies, so we continue to work together to coordinate action and data sharing.

As Jersey is a Crown Dependency, it would not be appropriate for the Secretary of State for Environment, Food and Rural Affairs to assess initiatives in Jersey.
The UK's seabirds, including puffins, are an important part of our natural heritage, and the government is committed to protecting them. Defra is working with Natural England to develop a comprehensive English Seabird Conservation Strategy (ESCS). This strategy will provide an assessment of the vulnerability of seabird species in light of the pressures they are facing and propose a comprehensive set of actions to address them. We are aiming to publish a final ESCS in spring 2023.
We are also working to minimise and, where possible, eliminate the accidental bycatch of seabirds in fishing gear. Defra and the Devolved Administrations are working to finalise the UK Bycatch Mitigation Initiative, which will be published shortly.

The UK’s seabirds, including puffins, are an important part of our natural heritage, and their protection is a high priority for this government.
We are working with Natural England to develop a comprehensive and ambitious English Seabird Conservation Strategy which we are aiming to publish in summer 2022. This strategy will aim to assess the vulnerability of each seabird species in light of the pressures they are facing and propose actions to address them.
Forage fish such as sandeels play a crucial role in the health of the wider North Sea marine ecosystem. Seabirds and other sensitive marine species rely on sandeels as a food source. Sandeel stocks are highly sensitive to changing environmental conditions and this is affecting the resilience of the seabird populations. Defra and the UK Fisheries Administrations recently concluded a call for evidence on Sandeels and Norway pout to help inform future decision making to ensure these stocks are managed sustainably in the future. The responses are currently being analysed to feed into next steps.
We are also developing a UK Bycatch Mitigation Initiative which we will be publishing early next year. This document will outline actions to tackle the bycatch of sensitive marine species, including seabirds, in UK waters.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment his Department had made of the (a) reasons for and (b) extent of the decline in the puffin population.
The latest population trends indicate a decline in the population of UK puffins. UK-scale accurate trends in the puffin breeding population will, however, not be known until a new census of the UK’s breeding seabird populations is completed. Work on the breeding seabird census 2015-2019 is underway.
Declines in puffin breeding populations are thought to be due to a combination of factors, including climate change related food shortages and unfavourable weather conditions during the breeding season.

The UK is currently undertaking a review of the terrestrial and coastal network of UK Special Protection Areas (SPA), classified under the EU Wild Birds Directive. The review will inform the need for any further SPA provision for this species.
The UK is also making good progress in identifying a number of SPAs in the marine environment to complete our network. These will be in addition to the existing 108 SPAs with marine components currently in place in the UK, which provide protection for just over 11,500km2 of seabird habitat.
Additionally in England, Natural England has been involved in projects to eradicate mammalian predators on Lundy and the Isles of Scilly which should improve the nesting conditions for breeding puffins.
