Since 4 July 2024, the Department has engaged with consulting firms and their subcontractors that hold contracts supporting the implementation of the Defence Reform Programme. Information on these contracts is published and available through the Contract Finder service on GOV.UK.

PricewaterhouseCoopers (PwC) received a direct award to undertake a nationally mandated Investigation and Intervention programme at the Mid and South Essex Integrated Care Board, to support it in delivering its financial plan.
The programme lasted eight weeks, and the cost of phase one was £246,187, which the Mid and South Essex NHS Foundation Trust and the integrated care board incurred. The output was a report recommending actions the system should take to recover its in-year plan.
The Mid and South Essex Integrated Care Board decided to secure additional support from PwC for phase two from mid-July to the end of October 2024, which cost £1.07 million. This evolved into a programme of work supporting direct intervention within and across the foundation trust’s hospital sites.

Higher education (HE) providers are autonomous institutions responsible for their own financial sustainability. The department’s role and priority is to work with the Office for Students (OfS) and other stakeholders as appropriate to protect students’ best interests.
The OfS is responsible for monitoring the financial sustainability of registered HE providers in England. Its latest report on the financial health of the sector, which was published in May 2023, found that the overall aggregate financial position of universities was sound. However, there continue to be quite significant differences between individual providers, both across the sector and within peer groups.
The department will continue to work closely with the OfS and many parties including a variety of HE providers across the sector, mission groups and other government departments to understand the ongoing impacts and changing landscape of financial sustainability in the sector.

The original work was competitively tendered. The option to extend was taken and was legally permitted under the terms of The Public Contracts Regulations 2015. The cost did not include the extension, the contract was extended by 1 month. The final cost of the contract will be published in line with standard transparency requirements.

The fine imposed by the Financial Reporting Council against PWC LLP in respect of the audit of the accounts of Kier Group plc was £3.35 million, adjusted for aggravating/mitigating factors and admissions/early disposal to £1,959,750. The fine imposed against the Audit Engagement Partner, Jonathan Hook, was £90,000, adjusted for aggravating/mitigating factors and admissions/early disposal to £52,650.
As the FRC investigation was under the FRC’s Audit Enforcement Procedure, the fines are subject to the requirement in regulation 5(7) of the Statutory Auditors and Third Country Auditors Regulations 2016 that the Financial Reporting Council must pay them to the Secretary of State at BEIS for remittance to the exchequer.

Mike Ashley was a serving member of the UK Accounting Standards Board, which was a Board of the FRC, when he acted as an expert witness on behalf of PwC during the Tribunal between the Accountancy Investigation and Discipline Board and PwC. The judgement for this case is available on the FRC’s website (and a copy is attached to this response). The Government does not hold information relating to the procedures of the UK Accounting Standards Board which was a Board of the FRC and ceased operating in 2012.
