The National Institute for Health and Care Excellence (NICE) is the independent body that develops recommendations for the National Health Service on whether new licensed medicines should be routinely funded by the NHS based on an assessment of clinical and cost effectiveness. NICE is responsible for the methods and processes that it uses in the development of its recommendations. In developing its recommendations, NICE takes into account all health-related costs and benefits, including health-related benefits to carers, but does not consider wider costs and benefits.
NICE is currently developing recommendations for the NHS on whether two new licensed medicines for the treatment of Alzheimer’s disease should be routinely funded by the NHS and has not yet published final guidance. NICE’s recommendations on the use of the treatments have been appealed and the appeals are being considered through the established process.

I regularly meet with the National Institute for Health and Care Excellence (NICE) to discuss a range of issues. The NICE is responsible for the methods and processes that it uses in its health technology evaluations. The NICE’s health technology evaluations manual, which was last updated in 2022 following extensive stakeholder engagement, states that its preferred measure for capturing health-related quality of life data in its health technology evaluations, whether for patients or caregivers, is the EQ-5D. The NICE can accept data using other measures, if evidence is provided that the EQ-5D is inappropriate. The NICE is aware of external work exploring how to better account for caregiver effects in health economic evaluations, for example through the work of the SHEER Task Force, and will continue to monitor and actively encourage further work in this area to potentially inform its methods in the future.

Autistic characteristics in women and girls may differ from those of other autistic people. Integrated care boards and health professionals should have due regard to National Institute for Health and Care Excellence (NICE) guidelines when commissioning and providing health care services, including autism assessment services. NICE guidelines and quality standards set out evidence for good practice in autism assessments. This includes the recommended autism assessment tools and processes employed.
In 2023, NHS England published a national framework and operational guidance for autism assessment services which identifies the stages and processes of undertaking an autism assessment and places an emphasis on gathering sufficient information and evidence to reach a robust clinical opinion.
Clinicians may use questionnaires to support identification, screening, and triage, as well as structured or semi-structed interview tools and/or schedules to support assessments. NHS England has commissioned Autistica to review tools used for screening and triage in the autism assessment pathway, and to produce a set of criteria that services can use when deciding which tools are appropriate for use in their service.
The NICE guidelines on autism diagnosis for people under 19 years old also set out considerations for clinicians, which includes recognition that they should pay attention to the potential under-diagnosis of girls when assessing for suspected autism.
