The Tropical Forests Forever Facility (TFFF) represents a critical evolution in forests finance, which is why the Government has been pleased to steadfastly support its development, including by pledging £2.5m to support the establishment of the Fund. Switching funding that had been set aside for international climate finance projects from grants into loans allows DESNZ to make £400m of financial transactions available to support the government's intention to invest in international climate finance projects, which could include projects such as TFFF. I will keep the House updated on the Government’s decision to invest in TFFF.

At COP26, the UK committed £1.5 billion International Climate Finance (ICF) for forests from April 2021 to March 2026, including £200 million for the Congo Basin (to be delivered between 2021-2029).

Over the first four years of the Congo Basin Pledge (2021-2024) the UK reported total spend of £39,833,393. Total spend for 2025 is not yet finalised. The UK Government publishes detail of ICF programmes through our online resource DevTracker and pledge reports can also be found online for consultation.

The UK  has  met and exceeded the International Climate Finance 3 (ICF 3) nature (£3 billion) sub-target. We will confirm final figures for ICF 3 and sub-targets once our accounts are finalised and audited in line with usual practice for official Government spending data. Individual programme-level spend data will be available on DevTracker in due course.

The UK remains committed to protecting, restoring and sustainably managing tropical forests, and recognises the crucial role they place in mitigating against climate change, preserving biodiversity and supporting livelihoods. Across the Amazon, Congo and Indonesia forest basins, UK ICF programme support is helping countries strengthen forest governance, protecting Indigenous and community land rights, improving forest monitoring, tackling illegal activities driving deforestation, and developing more sustainable land-use and livelihood opportunities.

The Economic Growth Partnership with Indonesia reaffirms commitments to protect and restore primary forests, peatlands, and related ecosystems, reduce deforestation, and respect the rights of workers, local communities and customary law communities.

We are aware of the ongoing issues around the implementation of food estates in Papua, including in Merauke District.

The UK's Human Rights Ambassador, Eleanor Sanders, raised the importance of free, prior and informed consent for indigenous people and local communities with senior parliamentarians and government officials during her visit to Indonesia last August. I also visited Indonesia in February and raised the importance the UK attaches to human rights and raised Papua directly with Vice Foreign Minister Arif Havas Oegroseno.

The UK will continue to engage with Indonesia at senior levels on these important matters and encourage approaches that are consistent with international standards, long-term environmental protection, and the safeguarding of human rights.

The Nature security assessment on global biodiversity loss, ecosystem collapse and national security was published on GOV.UK on 20 January.

The Assessment forms part of wider efforts to strengthen resilience to chronic environmental risks, alongside the National Security Strategy (2025), National Risk Register, and Chronic Risks Analysis (2025).

The Government routinely assesses environmental and security risks to ensure decisions are based on the best available science. Understanding these risks strengthens our ability to prepare for, respond to, and mitigate future challenges.

The Government recognises that food security is national security and we remain one of the most food-secure nations in the world. As the UK Food Security Report 2024 notes, while our production and trade remain stable, nature loss, water insecurity and climate change remain pressing risks to long-term resilience. The Government continues to be supportive of the Tropical Forest Forever Facility and has reviewed a range of options to support an investment, including the potential of BII to contribute to funding the Facility.

The Secretary of State for Energy Security and Net Zero and his officials have been working closely with their counterparts across government, including in the Foreign Commonwealth and Development Office.

The Government has not ruled out a future investment. We will continue to work together to explore options.

The SoS regularly engages with his international counterparts on a variety of issues.

In July, Minister McCarthy met with Jochen Flasbarth in Berlin, where they briefly discussed the Tropical Forests Forever Facility and expressed support for the initiative.
