To ask the Secretary of State for Culture, Media and Sport, what estimate has been made of the annual value of Local Democracy Reporting Service funding received by Reach plc and its subsidiaries.
The BBC has an important role to play in supporting the plurality of local news services in the UK.
The BBC is operationally independent of the government and the process for determining and allocating its budgets and external payments of the Local Democracy Reporting Service is therefore a matter for the BBC itself.

The Local Democracy Reporting Scheme currently provides 165 journalists in local news rooms across the country.
The BBC publishes a full list of the allocated LDRS contracts and reporters which is available at https://www.bbc.co.uk/lnp/documents/reporter_contract_distribution_2025_v3.pdf. 83 reporters were allocated to Reach in the most recent round of contract awards last year.
That this House recognises the skill and experience of journalists across Reach titles in the UK and Ireland; notes with alarm and dismay plans announced on 10 September 2025 proposing 321 editorial redundancies; urges the publisher to recognise the detrimental impact of huge swathes of cuts on journalists and journalism; further recognises that the proposals include plans to create new roles, but notes this will still leave a significant shortfall in editorial posts; further notes that cuts include large numbers at The Mirror where the title’s editorial line champions journalism, providing a distinct, unique voice amid today’s media landscape; also recognises that the hollowing out of titles and their specialist writers serves as a disservice to audiences; regrets that proposals will see an exodus of experienced journalists dedicated to their work across regional and national titles and is concerned about the use of artificial intelligence to replace journalists’ jobs despite being no substitute for their talent and expertise; and further urges Reach leadership to engage meaningfully with the National Union of Journalists to minimise the impact of cuts, and urgently consider sustainable approaches that protects the company's public interest journalism upholding UK democracy.

The Government is committed to supporting local and regional newspapers as vital pillars of communities and local democracy. They play an essential role in holding power to account, keeping the public informed of local issues and providing reliable, high-quality information.
As society is increasingly moving online and local news publishers are facing significant challenges in transitioning to sustainable digital business models, the Government has taken action to support them.
This includes delivery of a £2 million Future News Fund, the zero rating of VAT on e-newspapers; the extension of a 2017 business rates relief on local newspaper office space until 2025; the publication of the Online Media Literacy Strategy; and our work through the Mid-Term Review of the BBC Charter, exploring how the BBC seeks to act as a complement to, rather than a substitute for, local commercial news outlets. The BBC also continues to support the sector directly, through the £8m it spends each year on the Local News Partnership, including the Local Democracy Reporting Scheme, which was expanded in 2020 to fund the placement of 165 journalists in newsrooms across the UK.
We have also introduced legislation to address the far-reaching power of the biggest tech firms, building on the findings of the Competition and Markets Authority’s market study into online platforms and digital advertising. Among many other things, the Digital Markets, Competition and Consumer Bill will help rebalance the relationship between publishers and online platforms on which they rely increasingly.
DCMS Ministers and officials continue to engage regularly with representatives from across the press sector, including Reach plc, on matters relating to the financial sustainability of the press.
That this House is dismayed at the extent of substantial job cuts announced by Reach plc, publisher of titles including The Mirror, Daily Record, Daily Star, Manchester Evening News, Irish Mirror and Liverpool Echo; notes that the company has indicated an estimated 450 posts will be made redundant at the company, including 320 editorial roles; further notes that this represents the third round of job cuts at the publisher this year alone; fears that the quality of news provision will inevitably be impacted by the loss of talented and experienced staff; calls on the management to work collaboratively with the National Union of Journalists to avoid compulsory redundancies; and urges the Government to take immediate action to protect the sustainability of the press and encourage investment in quality journalism at local, regional and national levels.

That this House recognises the hard work and dedication of Reach journalists in Scotland at local and national news brands such as the Daily Record and Edinburgh Live; notes with dismay that Reach, the UK’s largest commercial news publisher, will cut 450 jobs - about a tenth of its workforce - across its national and regional newspapers; urges the publisher to work with unions such as the NUJ to minimise the upset and disruption to an already hard pressed workforce; further notes the central importance of journalism in a democratic society; regrets that these cuts will risk the loss of more talented staff providing our communities with accessible, relevant news through public interest journalism; and urges Reach management to immediately make a realistic substantive commitment to the future of journalism in Scotland.
