To ask His Majesty's Government what mechanism they intend to use to monitor implementation of the Sinjar Investment and Development Plan and report on progress toward Yazidi return, given the UK's prior support for stabilization efforts including the funding facility for stabilisation.
Through our Embassy in Baghdad and Consulate in Erbil, the UK is in regular contact with the Government of Iraq and the Kurdistan Regional Government regarding the rights of religious minorities, including the Yazidis. Responsibility for reconstruction and return lies with the Government of Iraq.
Through diplomatic engagement and programmes such as the British Embassy Baghdad's Building Peace and Stability in Iraq programme, we continue to promote FoRB, support social cohesion and durable solutions for displaced communities, and monitor conditions for the safe, voluntary and dignified return of displaced Yazidis.

The UK is in regular contact with the Government of Iraq, the Kurdistan Regional Government and the United Nations on recovery and development in Sinjar and the rights of Yazidis.
We are aware of the United Nations Development Programme's (UNDP) Sinjar Investment and Development Plan and await further details on its implementation and financing. Currently, through the British Embassy Baghdad's Building Peace and Stability in Iraq (BPSI) programme, the UK is supporting durable solutions in conflict-affected areas, including Sinjar, with a focus on livelihoods, social cohesion and support to displaced and returning communities. BPSI has also provided targeted support to Yazidi survivors and beneficiaries of the Yazidi Survivors Law. Through our Embassy in Baghdad and Consulate in Erbil, the UK continues to promote freedom of religion or belief and monitor conditions for the dignified return of displaced Yazidis.
To ask His Majesty's Government what progress they have made towards developing structured cooperation between UK local government procurement professionals and Ukrainian municipalities to support (1) anti-corruption measures, and (2) transparent and effective procurement, during Ukraine's reconstruction.

Tackling corruption is a critical part of Ukraine's recovery and reconstruction efforts.
The UK is supporting Ukraine to strengthen transparent, accountable and effective systems for reconstruction, including public procurement reform, anti-corruption institutions and public investment management. We recognise the value of municipal partnerships in exchanging professional expertise, improving local services and strengthening capacity for locally led recovery.
We will continue to consider how UK procurement expertise can complement these partnerships and existing government-to-government cooperation, while supporting open procurement, value for money and credible accountability throughout the reconstruction project cycle.
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what arrangements his Department has put in place to monitor significant changes to the Syrian national curriculum; and how the findings of any monitoring will inform the UK's technical assistance to the Syrian Ministry of Education.

Supporting the different groups in Syria is a UK priority which we promote through our humanitarian work and via our support to the education sector. The UK's 'Syria Education Programme' has delivered quality, inclusive education to over 980,000 primary aged children in Northwest Syria since 2018, improving learning outcomes with a strong focus on gender equity and disability inclusion. We are providing technical assistance to the Syrian Ministry of Education to enhance national education policy and planning, building on areas of our technical expertise including inclusive education. We will continue to advocate that the process of curriculum change in Syria should be transparent and consultative, and, with other development partners, will continue to monitor significant changes.
To ask His Majesty's Government what plans they have, if any, to make future UK assistance for education and reconstruction in Syria contingent upon demonstrable progress towards a national curriculum that promotes pluralism, respect for religious and ethnic minorities, gender equality, peace education and inclusive citizenship, to support an inclusive and...

On the reconstruction challenges facing Syria, I refer the Hon Member to the answer provided on 4 June in response to Question 5915. The UK provided £104 million to Syria for financial year 2025/26, funding life-saving humanitarian assistance, as well as support for Syria's longer-term recovery.
On the specific issue of food security, the World Food Programme reports that conditions are gradually improving. However, more than 80 per cent of Syrian families are still unable to reliably access enough nutritious food. This assessment helps shape UK support through our agriculture and humanitarian assistance programmes, which aim to improve food security, support livelihoods and strengthen resilience.

My Lords, I am most grateful to have secured this debate today. We are likely to be approaching a turning point in this war, and the situation requires us to consider how we can underpin Ukraine’s future and facilitate its European trajectory.

My Lords, I thank the noble Lord, Lord Risby, for securing this debate. I know that it has not been the biggest draw of the day, as far as Parliament is concerned, but the quality of the contributions has more than made up for that.

The UK regularly engages with the Syrian Government to press for an inclusive political transition that protects the rights of all Syrians, including women and young people. This was raised directly with President Al Sharaa during his visit to London on 31 March.
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps she is taking to support the rebuilding of schools, the training of teachers, and the provision of learning materials in Syria.

The UK has long recognised the importance of education for Syria's long-term resilience, stability and prosperity. Since 2022, the UK's Syria Education Programme has trained over 15,000 school staff and provided foundational literacy and numeracy materials to primary school children in Idlib and Aleppo. In the past year, the UK has funded the rehabilitation of 90 schools in Idlib and Aleppo and provided £2.5 million to UNICEF for school rehabilitation across the country.
The UK also places the inclusion of women and girls at the centre of its approach to Syria's recovery. Syria is a priority country under the UK's National Action Plan on Women, Peace and Security and we are supporting agricultural livelihoods, vocational training and entrepreneurship opportunities with a focus on young people, female-headed households and conflict‑affected communities in economically marginalised regions.
The UK's Global Mine Action Programme is supporting mine clearance and livelihoods programming in North East Syria and our Syria Education Programme provides safety information to children in Idlib and Aleppo, promoting safe behaviours and encouraging the reporting of suspicious or hazardous objects.

The UK is providing £81 million for humanitarian and early recovery support for Palestine this financial year, we are helping to explore the mobilisation of private-sector finance to support Palestinian-led reconstruction of Gaza, and we have deployed UK civilian and military experts to support the Civil-Military Coordination Centre that aims to support those reconstruction efforts.
Our funding includes £4 million for the United Nations Mine Action Service in Gaza. This will help surge in experts to clear rubble and 7,500 tonnes of unexploded munitions, protect Palestinians and aid workers, and enable the safe delivery of the aid Gaza so desperately needs.
We will continue to prioritise the humanitarian and healthcare needs of the Palestinian people as part of our wider support for the US-led plan for Gaza's post-conflict stability.

I refer the Hon Member to the second half of the answer provided on 26 January in response to Question HL13572 which, for ease of reference, is copied below:
The UK is providing £81 million for humanitarian and early recovery support for Palestine this financial year. Last month, supplies of UK-funded tents entered Gaza, providing urgent shelter for 12,000 vulnerable civilians, and we will continue to push for the entry of further UK-funded aid, including tents and shelter kits, which have so far been unable to reach those in need. On 30 December 2025, the Foreign Secretary issued a joint statement alongside a number of international partners calling on the Government of Israel to remove restrictions hindering the delivery of essential humanitarian aid.
The UK is supporting the US-led plan for Gaza's post-conflict stability, as well as exploring the mobilisation of private-sector finance to support Palestinian-led reconstruction of Gaza. We have also deployed UK civilian and military experts to support the Civil-Military Coordination Centre that aims to coordinate reconstruction efforts in Gaza. In addition, the UK has announced £4 million of funding for the United Nations Mine Action Service to help clear rubble, protect civilians and aid workers, and enable the safe delivery of aid. In total, the UK is providing £116 million for Palestine this financial year for humanitarian aid, support for Palestinian economic development, and strengthening Palestinian Authority governance and reform.
