This Government remains committed to the objectives of the Environmental Improvement Plan (EIP), including the circular economy goal to minimise waste.
The EIP Annual Progress Report (see attached), shows that we have progressed an ambitious programme of reform, investment and delivery activity across the Circular Economy commitments, supporting the broader objectives of the EIP.

Medicine blister packs are obligated under Extended Producer Responsibility for packaging. The scheme incentivises producer-funded take-back arrangements, as producers do not pay disposal fees on packaging separately collected and recycled through these schemes. There are currently no plans to mandate specific collection arrangements for blister packs.

Defra does not hold UK-wide data on annual pharmaceutical blister-pack waste or the proportions recycled and disposed in general waste. Blister packs are not separately identified in national packaging waste statistics or other waste datasets. They are generally difficult to recycle through household collections because they contain mixed materials.

Due to exceptional factors that have reduced PRN and PERN availability this year, the four UK regulators issued Regulatory Position Statements on 9 October. Extended Producer Responsibility for packaging incentivises producers to use more recyclable packaging. Defra, PackUK, and the Department of Health and Social Care are working to support industry on how they comply with the regulations. Simpler Recycling aims to improve material quality by reducing contamination and confusion, including requiring paper and card to be collected separately. Where separate collection is not practical, waste collectors may co-collect materials but must produce a written justification.
