Improving the energy efficiency of energy‑related products is an important part of the Government’s journey to Net Zero. The Energy Technology List is a government‑backed scheme featuring around 8,000 independently verified and accredited energy‑efficient products across 65 sub‑technology groups, including a wide range of refrigeration technologies used in the food and drink sector, and provides free, impartial information to support business procurement decisions.
Additionally, between 2020 and 2024, the Industrial Energy Transformation Fund (IETF) offered the food and drinks sector more than £55m in grant funding to decarbonise and improve energy efficiency. This includes more than £7.7m for low-carbon refrigeration solutions. These projects will continue to be delivered until 2028 and are expected to make a lasting positive contribution to reducing energy bills and emissions.

The regulatory phasedown of hydrofluorocarbons has been in place since 2015, with the gradual transition of industry to alternative refrigerants occurring as the phasedown has continued. As stated in last year’s consultation document, the proposal put forward only covered reform of the phasedown. Other changes to the fluorinated gas regulatory framework may be considered in the future. The UK Government, in collaboration with the Scottish and Welsh Governments, is committed to further exploring areas for fluorinated gas regulatory reform considered out of scope of the consultation, which could for example include training and certification relating to alternatives to hydrofluorocarbons.
The current regulatory framework already sets minimum training and certification requirements for handling hydrofluorocarbons as regards refrigeration, air conditioning and heat pump equipment.

The Department for Transport continues to work with the Department for Energy Security and Net Zero (DESNZ) and the Department for Environment, Food and Rural Affairs (Defra) on an Off-Road Machinery Decarbonisation Strategy, which includes transport refrigeration units (TRUs). This strategy will set out how off-road machinery can further decarbonise while maintaining competitiveness, attracting investment and supporting growth. To support this, we are reviewing the findings of a multi-year research project commissioned to ZEMO Partnership into the emissions from diesel-powered auxiliary engines, including from TRUs used on heavy goods vehicles. Alongside this, the Transport Industrial Commercial Refrigeration project, funded through the DESNZ Net Zero Innovation Portfolio, is expected to publish a roadmap that includes transport refrigeration in Spring 2026. The Department will review the roadmap and consider its implications.

In the new year the Department will publish the National Cancer Plan. The plan will have patients at its heart and will cover the entirety of the cancer pathway, from referral and diagnosis to treatment and ongoing care, as well as research and innovation. The plan will seek to improve every aspect of cancer care to better the experiences and outcomes for all patient groups, including those with brain cancer.
