The Cyber Security Strategy for Health and Care to 2030 sets out a vision for a cyber resilient health and care sector, including focusing on the greatest risks and harms. Through the mandatory Data Security and Protection Toolkit (DSPT), we set a cyber security standard for National Health Service organisations proportionate to their risk profile and in response to the cyber threat. Adherence to this standard, in addition to the standards and guidance that we publish around procurement of medical devices, will help organisations to ensure that their networks are secure and that risks with associated Internet-of-Things medical devices are suitably understood and mitigated. The strategy is available at the following link:
Individual organisations are responsible for the procurement of medical devices. No estimate of the number of NHS refrigerators and other medical equipment containing cellular internet of things modules manufactured by Chinese companies is currently held nationally. As part of the procurement, risk assessments of equipment will be carried out in accordance with the Guidance on protecting connected medical devices, which is available at the following link:
Implementation of these guidelines and standards are monitored through the mandatory DSPT which is independently audited for NHS trusts. To further strengthen the resilience of the NHS critical supply chain, the Cyber Security Supply Chain Charter has been published. The charter allows current and future suppliers to publicly pledge to be a trusted partner to health and care system. We have a dedicated workstream in the Cyber Improvement Programme that is focused on this particular risk, developing tools and processes to increase cyber assurance and resilience. However, the Government’s cost of living support includes £15 billion available for the most vulnerable. Specific National Health Services specialised services also grant financial rebates for energy costs, including home oxygen concentrators and home dialysis machines. NHS England is working with regional teams and integrated care systems to identify funding to address increases in the costs associated with operating medical equipment in the home. Local authorities can also provide support.

Household refrigerators are subject to regulations that set minimum energy performance standards and mandatory energy labelling, both of which were updated in 2021 to improve the efficiency of appliances on the market, making them cheaper to run and helping consumers to choose the right product for them. In making those changes, the Department did not make the specific assessment referred to in the question.

The Government set out in the Energy related Products Framework (https://www.gov.uk/government/publications/energy-related-products-policy-framework) that research has identified commercial refrigeration as a potential area for energy efficiency improvement.
The Government will continue to develop its understanding of the barriers preventing the uptake of the most energy efficient technology, and of the enablers which could help to lessen these barriers.

Downing Street is a working building, including catering facilities and offices for staff; as is common in workplaces including the House of Commons, refrigerators are provided for general staff use.
One refrigerator was purchased in the financial year for a Downing Street meeting room, and one to replace an existing refrigerator that had reached the end of its working operation.
Notwithstanding, I can confirm that no such public expenditure was accrued in relation to the matters considered in the investigations by the Second Permanent Secretary or connected with associated media reports on this matter.

Hydrofluorocarbons (HFCs) are the most common type of gas in the group known as fluorinated greenhouse gases (F-gases) and their use is being phased down under F-gas legislation.
We are currently reviewing the F-gas legislation and plan to publish an Assessment Report based on the review by spring 2022. We are engaging with industry stakeholders to gather information and technical evidence to inform the Assessment Report. This includes engagement with key trade bodies, such as the Federation of Environmental Trade Associations and the Air Conditioning and Refrigeration Industry Board. .
Following publication of the Assessment Report, we intend to publish a legislative proposal and run a formal public consultation during 2022. Any new legislation will be introduced to Parliament in the normal way, including consultation with hon. Members and Peers.

There are currently no plans to make a specific assessment NHS England and NHS Improvement continue to work to ensure that appropriate freezer and refrigeration capacity is in place to maintain the required cold-chain for COVID-19 vaccination deployment across England.

Public Health England (PHE) secured 58 ultra-low temperature (ULT) freezers which provide sufficient storage for approximately five million doses of potential COVID-19 vaccines which require ULT storage. These ULT freezers were in place, commissioned and ready to receive vaccine prior to the commencement of the programme at the beginning of December 2020. The ULT freezers are for PHE to manage the national storage of COVID-19 vaccines which require storage at -70°C. The National Health Service has secured its own ULT freezers to support local storage.

Public Health England (PHE) has secured 58 specialised ultra-low temperature freezers for the storage of potential COVID-19 vaccines which require ultra-low temperature storage. The ultra-low temperature freezers are located in two national storage facilities in Great Britain and in Northern Ireland, in readiness for the commencement of a COVID-19 immunisation programme that will support activity across the United Kingdom. This does not include any ultra-low temperature freezers previously announced by the Scottish Government.
At a regional level, the National Health Service has made preparations, including sourcing ultra-low temperature storage to support local delivery.
The location of the facilities is not being disclosed publicly in order to maintain the integrity of the sites.
