HMG does not hold a separate Government-owned strategic reserve of petrol or diesel. The UK meets its International Energy Agency obligations by requiring industry to hold emergency stocks, which can be made available in the event of a supply disruption.

The Government keeps the security of heating oil supply under close and continuous review. The UK benefits from strong and diverse security of fuel supplies, including heating oil. While heating oil markets can experience periods of operational pressure, supply continues to be available through established domestic and international supply routes. The Government works closely with the sector to monitor supply, demand and delivery conditions and will continue to monitor the position closely as the heating season approaches.

Helium is vital for the UK’s economic growth and security, industrial strategy, and clean energy transition. DBT is working across Government mapping supply chains and assessing risks, mitigations, and potential interventions, conducting detailed analysis including on emerging risks.
Through the 2025 UK Critical Minerals Strategy we will build strong partnerships with key markets to diversify production and processing and strengthen our supply chains, alongside working with key existing producers.
At present, in response to the Middle East situation, the Government’s approach is to work collaboratively with industry, the healthcare sector and international partners to improve supply resilience, encourage efficient use, and support the development of alternative technologies and recovery systems, rather than to introduce blanket restrictions.

Government works continuously with industry to improve and maintain the resilience and security of energy infrastructure to a range of evolving risks and future system changes. In 2026, DESNZ will publish an Energy Resilience Strategy to set out Government’s long-term priorities to maintain energy resilience now and in the future.
The UK benefits from diverse gas supply sources. This limits our reliance on any one type of infrastructure - in winter 24/25, gas storage provided ~8% of GB’s total gas use. We are confident this diverse portfolio will continue to meet GB’s energy needs. However, Government recognises the energy transition may change future infrastructure requirements. We recently consulted on options to safeguard gas security of supply, including measures to encourage investment in additional storage capacity if needed. A response will follow in due course.

The North Sea Transition Authority (NSTA) publishes a Reserves and Resources report detailing annual estimates of remaining UK Continental Shelf (UKCS) oil and gas reserves and resources, including volumes that are not currently licensed or developed.
The most recent North Sea Transition Authority (NSTA) report was published in October 2025 and is available on the NSTA’s website. It estimates that the total unlicensed resource is around 5.1bn barrels of oil equivalent (bnboe), comprising 2.0 bnboe of marginal discoveries (42% gas) and 3.1 bnboe of prospective resource (34% gas).
This does not reflect the viability of reserves and probability of production. Due to the maturity of the basin, remaining reserves are often technically challenging and may not be commercially viable to extract.

Oil and gas produced in the North Sea is traded on international markets, regardless of whether the operator is UK-based or otherwise.
Due to the physical characteristics of UK North Sea Crude, such as density and sulphur content, it is often more cost-effective for UK refineries to process imported crude oils that are better suited to their configurations.
In 2024, 92% of oil production and 34% of UK natural gas production was exported.
