I am afraid that the hon. Gentleman is completely wrong in what he says about tests, but he is right about one thing, which is that Wales has made an amazing contribution to our national fightback—our UK fightback—against covid. It was incredible again to go to the Wockhardt factory in Wrexham. It is Wockhardt, working together with Oxford Biomedica, that has enabled us to roll out the Oxford-AstraZeneca vaccine that has made such a difference. I want to say a massive thank you, again, to those Welsh scientists and all those people working in that factory, because they have helped to save countless lives across the UK.

NHS England and NHS Improvement have been meeting with the senior management team at Roche regularly, including representatives of the Department and the devolved administrations. A daily review of every pathology network in England, including South East London, takes place, with urgent issues raised directly to Roche for prioritisation.
The National Health Service’s commercial relationship with Roche is between pathology networks or individual NHS trusts and foundation trusts and the supplier. Key Performance Indicators and contract penalties sit within those individual, local contracts. NHS England and NHS Improvement are providing support to pathology networks to ensure any local contractual terms and conditions are applied correctly in light of the current incident. NHS England and NHS Improvement, along with counterparts in the devolved administrations, are working closely with Roche on the implementation and delivery of a recovery plan to restore normal supply to the pathology networks.

The Department does not hold information on routine blood test delays. However, NHS England and NHS Improvement advise that at no point have urgent blood tests been delayed or unavailable due to the distribution issue.
NHS England and NHS Improvement are working to ensure all shortage items are supplied promptly and that delivery schedules are returned to normal. They are working closely with Roche Diagnostics, and will continue to do so until all routine services have resumed, and any backlog of testing has been worked through.

The response to COVID-19 is a national effort and we are committed to working closely with the devolved administrations to align and coordinate testing efforts, where possible. This includes ensuring Wales receives its fair share of proprietary test kits.
We do not recognise the claim that there were any cancellations of orders placed with Roche by the Welsh Government. The arrangement with Roche was designed as a whole United Kingdom approach, and individual orders from devolved administrations would not be accepted on this basis.

We have signed contracts to supply over 10 million tests from Roche and Abbott in the coming months. We have agreed these contracts with two suppliers whose assays have been evaluated by Public Health England and continue to engage with other companies to establish further agreements to meet our testing strategy. Public Health England (PHE) were asked to review all major suppliers of assays for National Health Service use, including the Roche Elecsys Anti-SARS-CoV-2 antibody test, in order to limit the amount of on-site evaluation each facility has to perform.

In March 2020, Roche Diagnostics UK approached the United Kingdom Government to advise that it had a newly licensed COVID-19 polymerase chain reaction (PCR) test, which would shortly be available for use in the UK. Initial weekly test availability was 35,000 for the United Kingdom. Public Health England was commissioned by the UK Government to establish a public-private partnership with Roche to deliver this and it was agreed that it would be a UK-wide solution. This new and additional capability has enabled Wales to deliver over 28,000 PCR tests.

Similarly, the former Parliamentary Under-Secretary of State for Health (Lord O’Shaughnessy) met with Roche in December 2018. Both Ministers encouraged the on-going negotiations and agreed that these negotiations needed to continue in order to ensure the best conclusion for both parties, and patients that suffer from primary progressive multiple sclerosis. Those discussions are rightly for NHS England and Roche and it would not be appropriate for Ministers to intervene.
