To ask The Senior Deputy Speaker what is the purpose and function of the scaffolding being constructed around Victoria Tower; and whether any people will work under that scaffolding.
The scaffolding currently being constructed around Victoria Tower is a “safety deck” which protects workers in the restricted access construction site from any stone fall. It replaces the previous one which was not suitable to accommodate large groundwork equipment and machinery, and will be in place to enable preparatory groundworks for the full scaffolding build to be safely carried out from later this year.

The Environment Agency is aware of the scaffolding next to the bridge over the Silk Stream on Colindale Avenue. This scaffolding is not associated with any Environment Agency work. The Environment Agency has been in contact with the third party who arranged for the scaffolding to be erected and has asked them to remove it. As the scaffolding and sandbags appear to still be in place, this will be followed up to expedite the removal.

Government building safety schemes provide funding for the remediation or mitigation of life safety fire risks associated with externally clad walls, ensuring the safety of all occupants, including co-located businesses. While there is no additional funding for businesses affected by necessary remediation works, we do expect companies in these buildings to be consulted about proposed repairs. We also require construction companies funded to carry out this work to comply with the Considerate Constructors Scheme, through which they work to manage the impact on the local community and the environment.

Scaffolding was removed around the roof level of the Elizabeth Tower in October 2020. More scaffolding is expected to be removed towards the end of this year and continuing into 2022.
Covid-19 has restricted the progress of the refurbishment. The completion date will be later than the planned 2021 date, and is now expected in 2022. Further information on the revised completion date will be announced once the schedule of works is finalised.
The original outline business case for the Elizabeth Tower assessed the costs at £29.7m. In 2017, the final business case for the Elizabeth Tower was approved at a value of £61m, subsequently revised in February 2020 to £79.7m. The additional costs due to the impact of COVID-19 are currently being assessed.

The Ministry of Defence (MOD) provides all Service leavers with resettlement provision to help prepare them for entering the civilian job market and to make a successful transition to employment, or achieve the wider vocational outcome they seek. The provision entitles Service leavers, depending on their discharge category, to duty time, financial assistance and access to Career Transition Partnership (CTP) Services.
The MOD funded CTP provision includes workshops, seminars, career consultancy, resettlement training advice and vocational training, together with job finding support. This provision promotes employment opportunities across all sectors, including the scaffolding and construction sector. The CTP publishes 21 industry guides, including a guide specifically promoting the Construction industry. This sector is recognised as a good option for some of our highly talented Service leavers; however, the choice of post-discharge employment sector must remain with the individual.
All employers are encouraged to engage with the CTP through https://www.ctp.org.uk/employers. By registering with CTP, employers gain access to RightJob to freely advertise available jobs, they can attend employment fairs and are assigned a CTP Employment Relationship Manager (ERM).

Government has not made any estimate of the quantities of materials used for the cosmetic cladding of scaffolds.
There are no legislative requirements with regards to the cosmetic use for cladding scaffolding. Where plywood sheeting is used for other purposes, health & safety, planning and highways legislation may be applicable.
