To ask the Secretary of State for Business and Trade, whether he has made an assessment of the potential merits of appointing trade envoys to Nordic countries.
We carry out analyses of suitable countries, regions, and markets to identify where the appointment of a Trade Envoy can be of greatest benefit to our trade and investment objectives.
We remain committed to strengthening our long, positive and wide-ranging trading relationship with each of the Nordic Countries, but there are no plans at present to add any Nordic Countries to the Trade Envoy Programme.
Markets such as these already have significant diplomatic, trade and investment networks, as well as receiving regular high-level visits by Ministers.
To ask His Majesty's Government what discussions they have had with members of the Nordic Council in regards to (1) achieving peace in Ukraine, and (2) preventing the spread of any hostilities to (a) Scandinavian, or (b) Baltic, countries.

The Nordic and Baltic states are key UK partners in regional security, working closely through NATO and the Joint Expeditionary Force, and together in support of Ukraine. We welcome Nordic countries' support for the G7 Joint Declaration agreeing long-term bilateral security commitments for Ukraine.
In support of regional security and protecting NATO's Eastern Flank, the UK has deployed a significant military presence to Estonia as part of NATO's enhanced Forward Presence. The UK has been committed to Finland and Sweden joining NATO, which will strengthen Euro-Atlantic security. We welcome Finland's membership and are supporting Sweden's swift accession to the Alliance.
To ask the Secretary of State for Health and Social Care, if he will make an assessment of the potential merits of applying the Scandinavian model of career breaks to workforce planning and retention in the NHS.
To ask the Secretary of State for Health and Social Care, if he will make an assessment of the potential merits of applying the Scandinavian model of career breaks to workforce planning and retention in the NHS.
The NHS Retention Programme is continuously seeking to understand why staff leave, resulting in targeted interventions to support staff to stay whilst keeping them well. This includes considering and building up the evidence base, including the effect of career breaks. The National Health Service terms and conditions provides for career breaks and all NHS employers will have a career break policy in place.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what discussions his Department has had with the Scandinavian governments on the potential for upper-stage rocket debris from UK launches to land on their sovereign territory.
To ask the Secretary of State for Business, Energy and Industrial Strategy, what discussions his Department has had with the Scandinavian governments on the potential for upper-stage rocket debris from UK launches to land on their sovereign territory.
There is no expectation that upper stage debris from any UK launch will affect the sovereign territory of any Scandinavian country.
The Government has held discussions with all countries to the north of the British Isles which may hold an interest in, or whose territory may be affected by, space launch activities undertaken from the UK.
Where there is a possibility of UK-based launch companies seeking to deposit launch vehicle debris (whether this is from the vehicle's upper stage or otherwise) in another state's territorial waters or Exclusive Economic Zone, the government intends to obtain consent from the affected countries.
To ask Her Majesty's Government what action they are taking to ensure the UK distant waters fishing fleet has access to fishing opportunities from the year 2021 in (1) the Norwegian exclusive economic zone (EEZ) north of 61 degrees latitude, (2) the Faeroe EEZ, (3) the Greenland EEZ, and (4) the seas around Svalbard.

On the 31st December 2020, the UK will leave the Common Fisheries Policy. As we become an independent coastal state, we are committed to working closely with our coastal partners including the EU, Norway and Faroe Islands to manage shared stocks in a sustainable way and share fishing opportunities based on the scientific principle of zonal attachment.
As part of these preparations, the UK has concluded fisheries framework agreements with Norway and the Faroes, the first of which was signed on 30 September and has now been laid before Parliament. These framework agreements will provide the basis for annual negotiations on fishing opportunities and access to waters. In the forthcoming annual negotiations, the UK will seek to ensure the best possible outcomes for the whole of the UK fishing industry and our marine environment.
In addition, Defra officials are engaging regularly with their Greenlandic counterparts on opportunities for enhancing bilateral fisheries cooperation between the UK and Greenland. The UK’s rights under the 1920 Treaty of Paris with regards to fishing opportunities in Svalbard waters remain unchanged.
To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking to increase co-operation with the Baltic and Nordic states after the transition period.
To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking to increase co-operation with the Baltic and Nordic states after the transition period.
As we leave the EU, we remain committed to our deep relationships with all our Nordic and Baltic Partners. We want the UK to have increasingly strong future partnerships with the Nordic and Baltic countries, and to ensure we maintain the closest possible links with our European allies. This includes for example ministerial engagement in the Northern Group and our Joint Expeditionary Force commitments which underline the importance of our cooperation.
The UK has close and robust ties across the region spanning people to people links, trade and investment, security and defence, and science and innovation. We continue to work closely at the highest levels with our Nordic and Baltic partners on a range of shared interests, underpinned by common values and a mutual desire to work together for the security and prosperity of our people.
On a recent visit to Sweden, I was rather disturbed to see a leaflet being delivered to every household entitled, “Om krisen eller kriget kommer”, which translates as “If crisis or war comes”. Will my right hon. Friend confirm that we are doing all that we can to stand by and support our closest allies not just in Sweden, but across Scandinavia and the Baltic, who see themselves on the frontline of this new cold war?

Apart from my hon. Friend’s primary duty of defending his Swedish wife, I can confirm to him that we are, of course, not in any way resiling from our commitment to defend our friends and to understand growing threats in eastern Europe and to the north.

To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he has had any discusisons with his Norwegian, Finnish or Swedish counterparts on the welfare of the Sami people and the protection of their culture.
The rights of the Sami people are protected under the laws of Norway, Finland and Sweden. I have therefore not discussed this directly with my ministerial counterparts.
To ask the Secretary of State for Defence, whether F35 Joint Strike Fighters from (a) the Netherlands, (b) Denmark and (c) Norway will be able to operate from UK airfields to conduct exercises.

To ask the Secretary of State for Culture, Media and Sport, if he will undertake an assessment of the potential lessons that can be learned from Scandanavia in delivering (a) mobile telephone signal coverage and (b) faster broadband speeds; and if he will make a statement.

My Right Hon. Friend the Secretary of State has not undertaken any specific assessment of the Scandinavian model for providing mobile services but as part of its long-term economic plan, Government it is working with industry to ensure that the UK has a vibrant digital economy. We are investing up to £150 million to improve mobile coverage in areas where there is currently no coverage from any of the Mobile Network Operators (MNOs) through the Mobile Infrastructure Project. Additionally, we are currently consulting on proposals to improve mobile phone coverage in areas where there is a signal from one or more of the UK network operators, but not all four. The consultation closes on 26 November and is available on the GOV.UK website: https://www.gov.uk/government/consultations/tackling-partial-not-spots-in-mobile-phone-coverage
All four MNOs are also rolling out 4G mobile services that will provide faster mobile broadband. This rollout is expected to be the quickest in Europe and should deliver excellent coverage both indoors and outdoors. As a condition of the 4G spectrum they acquired by auction in 2013, O2 has an obligation to provide indoor 4G coverage to at least 98% of the UK population (and at least 95% of the population of England, Scotland, Wales and Northern Ireland) by the end of 2017. The other three MNOs have publically committed to matching this coverage by the end of 2015. This will help ensure UK consumers continue to benefit from excellent mobile services at competitive rates.

My Lords, perhaps I can be the first to congratulate the noble Baroness, Lady Neville-Rolfe, on her appointment and I welcome her to her new responsibilities. She will bring her experience of administration, business and politics to a fascinating, important and very difficult portfolio, and I wish her well. However,...

My Lords, I join others in welcoming the Minister to her first outing. I have rarely seen a smoother and more effective transition from Back-Bencher to Front-Bencher. She seemed to take to it as though she had been doing it all her life—indeed, so much so that the government Chief...
