Transport is a devolved matter but the Secretary of State for Scotland and I meet stakeholders from a range of sectors in connection with transport and related matters, as needed.
We have not met with any of the aforementioned organisations since taking office, nor do we have any upcoming meetings with any of them.
The nationalisation of ScotRail has been another SNP transport fiasco. The Scottish Government’s flagship £25 million scheme to boost the amount of freight transported by rail failed to achieve growth. Their mismanagement of ScotRail and their own budget has led to a double-whammy price hike for passengers, with the return of peak fares at the same time as price rises. Does the Secretary of State agree that, at a time when we need better trains to boost growth and reduce emissions, the SNP has instead consigned Scotland to a spiral of decline and let my constituents down?

I agree. We will not make the same mistakes when we take train operating companies into public ownership. We will do it properly. It is a massive undertaking, but we will make our railways a system for the whole country to be proud of.

That this House records its sadness at the sudden death of Colin Reed, well-kent face of Markinch Railway Station; expresses its appreciation of the wonderful customer service Colin provided to residents and visitors to Markinch during his many years served there as station master; highlights the way in which he went about his role with kindness and offering a friendly word for anyone who needed it including giving his personal telephone number to those who needed assistance and calling the elderly or those living in isolation for a friendly chat during the pandemic; notes the many tributes that have poured in for Colin over recent days from the hundreds of local people and those further afield who will remember him fondly and appreciated his daily efforts to put smiles on the faces of those travelling to and from Markinch; sends its condolences to his surviving family including his wife Effie of 33 years, and children Michael, Alex, Tracey, Karen and Claire at this exceptionally difficult time; and remembers with affection the exceptional way that Colin carried out his role by going over and above for everyone he came across, and always with a smile on his face.

To ask the Secretary of State for Transport, if the Government will provide a breakdown of compensation paid to passengers under the Consumer Rights Act 2015 by ScotRail.
The Government is not required to collect information on compensation paid by train operators to their customers under the Consumer Rights Act 2015, which came into force for all transport providers on 1 October 2016, and does not hold this information.
It is the responsibility of train operators to ensure that their customers are made aware of their rights to compensation or other redress in cases of service failure or disruption. Train operators’ existing compensation schemes provide the main means of redress for passengers.

To ask Her Majesty’s Government what measures the Department for Transport has taken to ensure that the appointment of the Managing Director of ScotRail Alliance to the Network Rail Executive Committee does not give a commercial advantage to Abellio in respect of future franchise bids across the UK.
The Managing Director of the ScotRail Alliance has now also been appointed as Managing Director Scotland within Network Rail and, as part of his new role, will sit on Network Rail’s Executive Committee. He is an employee of Network Rail in both roles, but continues to report to the head of Abellio UK in his capacity of running the ScotRail Alliance only.
It is for Network Rail and any individual concerned to ensure that no conflicts of interest are allowed to affect the conduct of the company’s business.

This terms of the lease agreement are a commercial matter between the operator and the rolling stock leasing company.

The lease for the Intercity 125 sets is a commercial matter between Great Western Railway (GWR) and the owner of the fleet. Under current plans, the transfer of the rolling stock is not conditional on Network Rail meeting its current regulated output targets on the Great Western Main Line electrification project.
The planned schedule for the introduction of the InterCity Express Programme fleet to replace the Intercity 125 sets will see the new trains enter service from 2017 on the Great Western Main Line.

Information on the net annual payments between Government and Train Operating Companies is published annually by the Office of Rail Regulation (ORR) on their data portal. This is available on the ORR's website at:

Figures for First Scotrail and Arriva Trains Wales are supplied by the Scottish Government and the Welsh Assembly Government respectively as those bodies are responsible for the management and funding on those franchises.
