To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment she has made in trends in the levels of sargassum seaweed influxes in Anguilla.
The Government of Anguilla is responsible for Anguilla's water infrastructure, health services, environment, economic development, and representational premises. The Foreign, Commonwealth and Development Office works closely to support Anguilla, including providing £500,000 to improve Anguilla's water infrastructure this financial year, and over £4 million to support security since 2024. In total, since Hurricane Irma the UK Government has provided over £100 million in funding to Anguilla, which included the construction of new schools, health clinics, port facilities and a new ferry terminal.

To ask the Secretary of State for Environment, Food and Rural Affairs, what guidance his Department issues to the Marine Management Organisation on (a) informing and (b) consulting local communities before determining marine licence applications for seaweed farms.
Defra has not issued any current guidance to the Marine Management Organisation (MMO). The MMO follows the Marine and Coastal Access Act 2009 (MCAA) when considering how to engage and consult with local communities affected by marine developments, including seaweed farm applications. The Act requires that there must be publication of notice of an application for a marine licence, in a manner that the MMO considers most likely to bring the proposal to the attention of people with an interest in it. The licensing authority must have regard to any representations which it receives from any person having an interest in the outcome of the application.

The Marine Management Organisation’s (MMO) statutory powers for marine licensing are set out in the Marine and Coastal Access Act 2009 (MCAA). Licensing decisions made by MMO are done so independently of Defra (unless they meet certain criteria which could permit them to be referred to the Defra Secretary of State for determination), therefore, an assessment of these marine licence applications has not been carried out by Defra.

The Marine Management Organisation assesses all licence applications for seaweed farms in its jurisdiction, including their potential impacts on the environment and other sea uses, on a case-by-case basis. More generally, research commissioned as part of Defra’s £37m marine Natural Capital and Ecosystem Assessment (mNCEA) programme includes considering the services provided by farmed and wild kelp and impacts on the environment and people.

The Joint Nature Conservation Committee (JNCC) is the statutory adviser to the Government on UK and international nature conservation. The JNCC has been discussing this issue with the Overseas Territories for some time and has delivered training expertise to enable the mapping of sargassum and support work on predicting impacts of sargassum washing up along the shoreline in the British Virgin Islands.
