That this House recognises that people who have sight and hearing difficulties face hugh challenges every day, but that given the right services and support each individual can develop their talents and choose how they wish to live their lives; pays tribute to the work of SENSE, an organisation which has worked with deafblind people and their families for nearly 50 years; and calls upon Her Majesty's Government to give support to this excellent organisation which pioneers individual deafblind persons and their families' needs and aspirations at the heart of their work.

That this House warmly congratulates Sense and Deafblind UK on their lobby of Parliament on Thursday 24th June 1999 at which 100 deafblind people of all ages expressed their case for the right to the specialist one-to-one support they need to participate in society and access the world; notes that only one in eight deafblind people currently have this support resulting in the majority suffering extreme social exclusion; believes that trained workers such as communicator-guides, deafblind interpreters and community-based intervenors transform deafblind people's lives, preventing depression and dependency, enabling them to go out, learn about the world, form relationships, gain the skills they need to be employable and access basic services; further notes that an investment of as little as ??8 million a year could bring deafblind people back into society; and calls on the Government to act on the Yes to Access campaign for a legal entitlement to specialist one-to-one support for deafblind people and ring-fenced funding.

That this House welcomes Sense and Deafblind UK's Red and White: No Sound, No Sight, Campaign during Deafblind Awareness Week, 22nd to 27th June, to increase national recognition of the red and white cane, the mobility aid for deafblind people; believes greater recognition of the red and white cane would make it easier for many deafblind people to move around safely and confidently, enhance their safety both as pedestrians and users of public transport, improve their access to mainstream services and facilities and reduce their isolation in the community by encouraging hearing sighted people to make contact and offer appropriate assistance; and urges the Government to support this vital initiative with practical action.
