To ask the Secretary of State for the Home Department, what target figure for asylum dispersal has been given for a) Tonbridge and Malling borough, and b) Sevenoaks district.
The Asylum Accommodation Plans are the mechanism via which the Home Office works towards achieving Full Dispersal and thus, a fair and balanced distribution of asylum accommodation across all local authorities nationally.
The Asylum Accommodation Plans are underpinned by an indexing model which accounts for a multitude of pressures within local authorities, including – availability of housing, levels of homelessness, availability of GP and dentists as well as levels of community cohesion. Development of the plans was informed by engagement with a range of national, regional and local stakeholders, to ensure that the evidence base was reflective of broader local authority feedback.
For the safety and security of those we accommodate and staff, it is our longstanding policy not to disclose information about sites which may or may not be utilised by the Home Office.
The latest published Immigration Statistics detail the number of supported asylum seekers accommodated in each local authority area, including those in dispersal properties. These statistics can be found at Immigration system statistics data tables - GOV.UK.

I thank my hon. Friend for highlighting this issue, and I would be very happy to meet her to discuss this important work. We have an ambitious plan to upgrade our school estate. We have seen the roll-out of that, and even the shadow Education Secretary, the hon. Member for Stretford and Urmston (Kate Green), has benefited from the Government’s investment in education—I am looking forward to the warm words of thanks that will no doubt be winging their way to me. I certainly hope that it is not just the shadow Education Secretary but my hon. Friend the Member for Sevenoaks (Laura Trott) who benefits.

Following the welcome confirmation that additional money will be allocated to school building repairs, will my right hon. Friend reassure teachers and parents that Orchards Academy and West Kingsdown Primary School will be prioritised? I know from my visits how urgently the repair is needed, and that the money provided to date has not been sufficient to cover all the work.

To ask Her Majesty's Government what discussions they have had with Sevenoaks School following reports that teaching staff are routinely asked to increase predicted grades on UCAS applications for students who may be in danger of missing out on their preferred degree course.
To ask Her Majesty's Government what discussions they have had with Sevenoaks School following reports that teaching staff are routinely asked to increase predicted grades on UCAS applications for students who may be in danger of missing out on their preferred degree course.
The department is aware of a complaint that Sevenoaks School has increased predicted grades on Universities and College Admissions Service (UCAS) applications for some students. The school’s handling of the complaint will be considered when it is next inspected.
UCAS provides guidance for all schools to support them in making predicted grades and the school has been reminded about these guidelines.
Schools should not be inflating predicted grades and we expect teachers to use their best judgement to predict grades for students which most accurately reflect their abilities.
If this is not the case in any school, we expect them to change their policies.

We have been working closely with councils and each local authority has a dedicated contact point in the shielding programme. Our South East Regional Team currently works closely with Tonbridge and Malling Borough Council, as well as Kent County Council and its lead District Council Tunbridge Wells. Officers from the team continue to speak with senior officers on matters regarding people who are shielding. This support will continue as the core offer to those shielding has been extended until the end of July.
My constituency is 93% green belt. My district council has put together a plan that meets 90% of housing need while protecting the green belt. The planning inspector is indicating the plan should not be adopted. Will the Minister urgently look into the conduct of the Planning Inspectorate in this matter?

I welcome my hon. Friend to these Benches. She will be a terrific addition to this place, and I am delighted that she is dedicated to the green belt and supporting her constituents. That is only right, and the Government, too, are committed to that. Planning inspectors are appointed to independently examine plans. Given my quasi-judicial role in the planning system, it would not be appropriate for me to speak on this matter, but I cheer my hon. Friend on in all she does for her constituency.

The Selective Schools Expansion Fund (SSEF) 2018-19 has provided funding of £49.3 million for 16 expansion projects to date. The Department has not published the amount of funding allocated to each school as this is commercially sensitive information.
The Department estimates that SSEF funding will create over 2,700 more good school places. The number of school places created at individual schools will be announced as part of each school’s published admission numbers following completion of the expansion project.
All of the 16 successful projects have planned to build capacity on their existing sites. There are no expansion projects on satellite sites.
Details of the Selective Schools Expansion Fund for 2019-20 is due to be announced during the autumn. Information will be available here: https://www.gov.uk/government/publications/selective-schools-expansion-fund.
The factors taken into account when assessing whether a proposal to expand onto a satellite site is a genuine expansion are provided in our guidance “Making significant changes to an open academy and closure by mutual agreement,” available here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/751304/Making_significant_changes_and_closure_academy.pdf.
The former Secretary of State for Education (Nicky Morgan), my right hon. Friend the Secretary for Digital, Culture, Media and Sport made a statement in the house in October 2015, outlining the reasons for the decision to approve the expansion of the Weald of Kent Grammar school. The statement is available here: https://hansard.parliament.uk/Commons/2015-10-19/debates/15101917000002/SchoolExpansion#contribution-15101917000003.
The Department has no plans to publish any further information about the decision to approve the expansion of the Weald of Kent grammar school.
To ask the Secretary of State for Health, how the proposed reorganisation of the NHS will affect GP surgeries in Sevenoaks constituency.
To ask the Secretary of State for Health, how the proposed reorganisation of the NHS will affect GP surgeries in Sevenoaks constituency.
It is the responsibility of local commissioners, overseen by NHS England, to ensure that general practitioner (GP) services meet the needs of local people.
NHS England advises that, in line with its strategic vision, Mapping the Future, NHS West Kent Clinical Commissioning Group (CCG) – which covers Sevenoaks – approved in July 2017 a Local Care Plan that describes the model of care, the infrastructure required to deliver this and what will change for people who live in west Kent. In the local care model, the system is organised at four different levels – general practice, cluster, local care hubs and west Kent-wide services. NHS England advises that there are seven ‘clusters’ of general practice in west Kent. Eight general practices form the Sevenoaks cluster; the third largest cluster in west Kent covering a registered population of 79,745.
During 2017, the CCG has, working with health and care partners, developed and started the implementation of the service specification for a core cluster level team, focusing on prevention and planned care covering four main areas: frailty, end-of-life, dementia and mental health. In line with NHS England’s GP Five Year Forward View, the CCG is also working with clusters and practices to implement local programmes to help struggling practices, reduce workload, expand the workforce and also invest in technology and estates where needed.
The cluster model is being implemented in three phases across the seven clusters. Phase 1 went live in October 2017, Phase 2 went live in November 2017 and Phase 3 is planned for April 2018. The practices in the Sevenoaks cluster were in Phase 2. More detailed information on the Local Care Plan can be found at:
To ask the Secretary of State for Education, what her assessment is of the adequacy of the funding delivered by the new funding formula for Amherst School, Seal Primary School, Weald Primary School, Riverhead Infants School and Dunton Green Primary School in Sevenoaks.
To ask the Secretary of State for Education, what her assessment is of the adequacy of the funding delivered by the new funding formula for Amherst School, Seal Primary School, Weald Primary School, Riverhead Infants School and Dunton Green Primary School in Sevenoaks.
If the national funding formula were implemented in full, the schools in question would receive the following increases in the funding they attract compared to their baseline, based on 2017-18 data:
Amherst School – 9.7%, or £310 more per pupil
Seal CE Primary School – 8.3%, or £300 more per pupil
Weald Community Primary School – 3.8%, or £142 more per pupil
Riverhead Infants’ School – 3.1%, or £108 more per pupil
Dunton Green Primary School – 8.9%, or £339 more per pupil
For all but one of the above schools, their increases are greater than the national average for primary schools of 3.3%, or £135 per pupil.
Amherst School, Weald Community Primary School and Riverhead Infants’ School will attract their final formula allocation by 2019-20. Seal CE Primary School will attract an increase of 5.2% by 2019-20 and Dunton Green Primary School will attract an increase of 5.0% by 2019-20.
Individual schools’ actual budgets for 2018-19 and 2019-20 will be determined by the local authority, through the local school funding formula.
National funding formula allocations for local authorities and notional allocations for schools is available at: https://www.gov.uk/government/publications/national-funding-formula-tables-for-schools-and-high-needs.

To ask the Secretary of State for Communities and Local Government, what assessment he has made of adequacy and timeliness of Sevenoaks District Council's new Housing Strategy.
We have not made any assessment of Sevenoaks District Council's housing strategy. There is no specific requirement for my Department to assess the housing strategy of each Local Authority, however, the Secretary of State appoints the Planning Inspectorate to independently assess each Local Plan to ensure it is sound prior to their adoption.
