To ask His Majesty's Government whether they plan to ask the Office of Rail and Road to re-evaluate the open access application by Hull Trains to operate services between London King's Cross and Sheffield, in light of the reductions to East Midlands Railway’s Intercity timetable.
Hull Trains’ previous application to operate services between London and Sheffield was rejected by the Office or Rail and Road (ORR) in July 2025 due to concerns over capacity, performance and financial impacts. We respect the ORR’s decision on this.
Any Open Access operator may apply to operate new services, but this would be a commercial decision for the operator to take. Under the current system, any new application would be subject to full and independent review by the ORR. In the future, Great British Railways will be able to decide the best use of network capacity and take decisions as a directing mind.

Responsibility for light rail is devolved in England, where each local authority owns and is responsible for the operations and financial sustainability of its own network. This includes any potential extensions to existing systems.
As such, local authorities are best placed to identify possible opportunities and the potential benefits of such schemes.
The Government recognises that mass transit systems, including trams, are among the most complex of local transport interventions, which is why an independent Mass Transit Taskforce has been established to help city regions deliver mass transit schemes faster, at lower cost, and with greater confidence.

The Department can provide the percentage of trains which were short formed on East Midland Railway’s Sheffield to London service for the last three full calendar years.
In 2023, 115 EMR trains between London and Sheffield were short formed, which constitutes 1 per cent of total trains, in 2024, 204 trains were short formed, which constitutes 1.7 per cent of total trains, and in 2025, 342 trains were short formed, which constitutes 2.9 per cent of the total. From Sheffield to London, in 2023, 104 trains between were short formed, constituting 0.9 per cent of total trains, in 2024 105 trains were short formed, constituting 0.9 per cent of the total, and in 2025, 131 trains were short formed, constituting 1.1 per cent of total trains.
EMR’s new Aurora bi-mode trains, which will deliver much-needed additional seats compared to the class 222 trains they are replacing on EMR’s intercity routes, have now started to enter passenger service and will continue with a phased rollout through 2026. EMR has put in place plans which will minimise the passenger impact of this fleet transition. However, to protect a reliable service for passengers, a small number of services may operate with shorter trains than usual reducing capacity during this transition period.

The National Rail Contract does not specify the number of carriages for each service, it is for the Train Operator to prepare a timetable which sets out the train formation that best matches available capacity to the forecast passenger demand.

To ask the Secretary of State for Education, what assessment she has made of the potential impact of the equity of the Early Years funding formula on families and childcare providers in Sheffield.
The department uses the early years national funding formulae (EYNFF) to allocate early years entitlement funding to local authorities in a fair and transparent way.
The formulae ensure each area receives a base rate for each age group individually, regardless of location or individual need. On top of this, additional needs funding is allocated to reflect the proportion of children in each area who are disadvantaged, have English as an additional language, or have more complex special educational needs, recognising the higher costs of supporting these groups. An area cost adjustment is also applied to account for local variations in staffing and premises costs.
Through this approach, the department aims to ensure funding reflects children’s needs and local cost pressures throughout England, including in Sheffield.
We have committed to reviewing early years funding, including the national funding formulae, to ensure funding continues to match needs. We will consult the sector on changes by summer 2026.

On 12 March it was announced that South Yorkshire Mayoral Combined Authority (SYMCA) will receive a grant of £33.4m to help improve air quality in Sheffield by replacing diesel buses with new zero-emission buses. It is for SYMCA to procure these buses.

NPR will unlock economic growth benefits by improving connectivity to Manchester Airport from across the North, including a new Manchester Airport station. Further details, including of future services, will be confirmed following engagement with local leaders on priorities and specific infrastructure choices.

We are continuing to work closely with Northern and the supplier to address the problems that have caused Digital Pay As You Go Trial 4 to be delayed, and will launch the trial as soon as possible. Northern will provide an update to participants in the respective trial as soon as possible.
