We continue to raise with Shell, including at Ministerial level, the importance of action to address the risks of pollution from oil production in the Niger Delta, in line with international standards. The regulation of companies within Nigeria and the governance framework for the oil and gas sectors are, however, matters for the Government of Nigeria. The UK therefore encourages a coordinated effort between the Nigerian Government, oil and gas companies, and local communities to bring an end to all forms of oil contamination in Nigeria.
The Gulf of Guinea remains an important global energy-producing region, and the UK is committed to supporting Nigeria to realise its energy transition ambitions.

We continue to raise with Shell, including at Ministerial level, the importance of action to address the risks of pollution from oil production in the Niger Delta, in line with international standards. The regulation of companies within Nigeria and the governance framework for the oil and gas sectors are, however, matters for the Government of Nigeria. In 2017, the Government explored potential opportunities to integrate carbon capture and storage (CCS) in the coal-to-chemicals sector in Xinjiang into China’s emissions trading scheme.
Officials have been unable to locate any information sought by the noble Lord that UK funding was provided to Xinjiang during this period, nor any information indicating that representations were received from Shell regarding this potential funding or its Enhanced Oil Recovery partnership with CNPC in Xinjiang at that time.

SPDC is a Nigerian registered subsidiary of Shell whose operations in the Niger Delta are as a member of a Joint Venture in which it has a minority stake (the majority - 55% - stake is held by Nigerian state-owned company NNPC Ltd). This Joint Venture operates under a regulatory regime set and enforced by the Government of Nigeria. It would not be appropriate for His Majesty's Government, as a foreign government, to seek to influence the regulatory process.
