To ask the Secretary of State for Energy Security and Net Zero, whether his Department plans to seek a reviewable exemption for lifeline Solent ferry services under the UK Emissions Trading Scheme.
The Government does not plan to exempt Solent ferry services from the UK Emissions Trading Scheme at this time. Any potential impacts of the scheme on these services will be considered in a review of the UK ETS Maritime regime in 2028.
That this House notes with concern the pollution incident after a cargo ship lost 16 shipping containers on the Solent, affecting a stretch of coastline from the Witterings to Bognor Regis; further notes that the sheer volume of bananas, avocados, alongside plastic, foam insulation and metal has caused concern for wildlife, users of the beaches and sites of special scientific interest, such as Pagham Harbour; expresses its sincere thanks to hundreds of volunteers who have worked tirelessly to clear the debris from the beach; notes that the co-ordination of volunteers in Selsey was led by the Selsey Beach Litter Ninjas; and calls on the cargo ship company and the environmental waste management company to make a financial donation to charitable causes in the Selsey area to acknowledge the support of the community.

As Members all know by now, the Isle of Wight is a great place to live, work and learn, but it is not just getting ourselves across the Solent that is a problem, but exporting our green energy under it. Of the three subsea cables connecting us to the grid, two are at capacity and the third is dedicated to a power station that only runs for a few hours a month. I am grateful to Scottish and Southern Electricity Networks for its engagement so far, but will the Minister meet me, SSEN and the Isle of Wight council so that we can find a way to export our energy and unlock the Isle of Wight’s green future?

Of the three subsea cables connecting us to the grid, two are at capacity and the third is dedicated to a power station that only runs for a few hours a month. I am grateful to Scottish and Southern Electricity Networks for its engagement so far, but will the Minister meet me, SSEN and the Isle of Wight council so that we can find a way to export our energy and unlock the Isle of Wight’s green future?

The Department has made no assessment. We recognise the benefits of cross Solent services, such as the Gosport Ferry, particularly in relation to accessing jobs and recreational opportunities. However, these services operate in a commercial environment without any intervention from the Government.

An investigation into the loss of 200 rounds of ammunition from a Royal Navy vessel in 2024 concluded that the most likely cause was due to equipment failure. Appropriate measures have been put in place to prevent recurrence following an Immediate Ship's Investigation.

Assessments regarding the effectiveness of competition on cross-Solent ferry services are a matter for the Competition and Markets Authority, which is independent of the Government. Decisions on which markets to investigate sit with its board.
The Department continues to engage directly with key stakeholders, including Islanders and ferry companies.

To ask the Secretary of State for Environment, Food and Rural Affairs, if he will undertake an environmental impact assessment of Southern Waters policy on sewage discharges into (a) Langstone Harbour and (b) the Solent.
Sewage discharges by Southern Water into Langstone Harbour and the Solent are permitted by the Environment Agency. The limits on these permits are informed by environmental impact assessments. If the Environment Agency finds any company breaching the conditions of their permits, they will take action, up to and including prosecution.
The Government’s Storm Overflows Discharge Reduction Plan is driving £60bn between now and 2050 to reduce the use of storm overflows, including those discharging into the Solent and Langstone Harbour.

To ask the Secretary of State for Transport, what assessment his Department has made of the possibility of using funding under UK SHORE to support the electrification of cross-Solent ferries.
The UK Shipping Office for Reducing Emissions (UK SHORE) has been allocated £206m research and development funding to address the technological barriers to domestic maritime decarbonisation. As such, DfT has not made a specific assessment of using funding from UK SHORE to support the electrification of cross-Solent ferries. However, UK SHORE interventions will have a direct reduction of emissions impact on our domestic ferries and lifeline services.

To ask the Secretary of State for Levelling Up, Housing and Communities, whether the nutrient neutrality policies of the local planning authorities around the Solent assist Southern Water in its efforts to control the effect of discharges of sewage into rivers and the sea.
Nutrient Neutrality, through the provision of mitigation, ensures that development does not contribute additional nutrient loads to the Solent catchment, avoiding additional harm and so adverse effects to habitats sites.
My department and DEFRA have established a cross-Government task force to tackle nutrient pollution and enable development to continue. The cross-Government taskforce continues to identify the range of options in the short, medium and long term. Defra having recently published the Strategic Policy Statement to Ofwat, making clear that Ofwat and water companies should consider nutrients pollution in line with their environmental duties, which include duties under the Habitat Regulations; working with wider stakeholders to support efforts to tackle nutrients pollution.
Defra together with the Department for Levelling Up, Housing and Communities, Natural England, the Environment Agency, the Forestry Commission and the Partnership for South Hampshire (PfSH) are working with EnTrade to develop a nutrient trading pilot project in the Solent region. The project aims to connect developers, who need to offset pollution from new developments, with landowners willing to undertake land use change to reduce pollution. This will help to unblock housing delivery whilst avoiding further harm to important protected wildlife sites and delivering wider environmental benefits.
