The Manchester Centre for Clinical Neurosciences, part of the Northern Care Alliance NHS Foundation Trust, has five specialist nurses, four full time, one part time, based at the Salford Royal Hospital providing support for the Salford borough and the wider Greater Manchester area.

The Greater Manchester Neurorehabilitation and Integrated Stroke Delivery Network is a National Health Service service improvement organisation currently facilitating a Parkinson’s United Kingdom-funded project to improve care across Greater Manchester and East Cheshire. The project aims to reduce variation in access and provision of care and support, improve patient experience and outcomes, and support more joined-up, cost effective services. A key piece of work completed so far includes the development and delivery of a Greater Manchester-wide benchmarking survey, informed by national guidance and stakeholder feedback. The survey achieved near-complete geographical coverage and identified variation in areas, including access to specialist support, mental health services, escalation pathways, hospital care, and support following diagnosis.

Overall, this Government will invest more than £10.5 billion in flood defences by 2036, boosting our resilience to flooding and protecting communities across the country from the devastating impacts of climate change.

Recent community drop‑in sessions following the 2025 flooding have helped increase the resilience of communities in Stockport and their ability to respond quickly and effectively during flood events; such as the engagement with the Meadow Mill development.

The Environment Agency (EA) has worked with the Greater Manchester Combined Authority, Greater Manchester Fire and Rescue Service and Stockport Council, on a joint awareness campaign to increase flood warning uptake in areas with historically low registration. The EA are also working with other partners as part of implementing the Greater Manchester Integrated Water Management Plan.

The government supports transport, storage and logistics businesses in Stockport through national funding and policy measures, including investment in freight innovation, support for transport decarbonisation, and wider infrastructure funding.

Businesses in Stockport may be eligible for national schemes including the Freight Innovation Fund, which supports small and medium sized enterprises to trial solutions that improve freight efficiency, resilience and decarbonisation. Grants are also available to businesses seeking to move eligible freight by rail or water rather than road through the Mode Shift Revenue Support Scheme.

The government is also supporting logistics firms with fuel cost pressures by extending the 5p fuel duty cut until 31 December 2026 and ensuring there will be no increases to fuel duty this year. In addition, a 12‑month holiday for Heavy Goods Vehicle Excise Duty (HGV VED) from July 2026 will reduce operating costs for hauliers, alongside targeted support to reflect the sector’s exposure to diesel prices and its critical role in UK supply chains.

These national measures are complemented by local transport investment in the Greater Manchester city region, which includes Stockport, such as through the national Transport for City Regions programme, which provides long-term funding to Mayoral Strategic Authorities.

Local authorities best understand local needs and are therefore best placed to assess and manage toilet provision. However, we recognise the importance of clean, safe public toilet provision and have taken steps to support local leaders. At the 2025 Spending Review, we committed more than £5 billion in new grant funding over the next three years for essential local services such as toilets. In addition, we continue to provide 100% mandatory business rates relief for separately assessed public toilets, reducing ongoing costs for local authorities.

The Department published a new traffic light rating system for all local highway authorities in England on 11 January which rates authorities red, amber or green based on: the condition of their roads, how much they spend to maintain their roads, and whether they do so using best practice. This system allows the Government to target support to places that need extra help and red-rated authorities will receive dedicated support to bring them in line with best practice.

Stockport received an overall amber rating, with individual scorecards showing amber for condition, green for spend and amber for best practice.

Stockport sits within the Greater Manchester Combined County Authority (GMCA). GMCA receives baseline highways maintenance funding through its City Region Sustainable Transport Settlement (CRSTS) which runs from 2022-27. In 2026/27, GMCA will also receive £15.5 million in highways incentive funding. From 2027/28, all highways maintenance funding will be consolidated into GMCA’s £2.4 billion Transport for City Regions (TCR) capital settlement, which will provide the bulk of future funding.

The Government recognises the importance of ensuring public access to swimming facilities, which are great spaces for people of all ages to stay fit and healthy, and play an important role within communities.

The ongoing responsibility of providing access to public leisure facilities lies at local authority level, with funding levels set as part of the Local Government Finance Settlement. The Government encourages local authorities to make investments which offer the right opportunities and facilities for the communities they serve.

In June last year, we committed £400 million to transform sports facilities, including public leisure, over the next four years. We are working closely with sporting bodies and local leaders to establish what communities need, before setting out further plans on how future funding will be allocated.

This Government remains committed to making ticketing simpler and more flexible for passengers. Passengers in Stockport and Greater Manchester are benefiting from simpler fares which were introduced in December 2025. Overall, the change means that the average fare in Greater Manchester fell by 5.6%.

Working with operators, Pay As You Go with contactless on rail in Manchester will arrive in December this year as part of the Bee Network expansion, initially covering 17 stations.

I thank the hon. Lady for raising this issue. We want to see all councils progress towards financial sustainability, and what I would say to her constituents is that the decisions taken over the past 14 years have left councils paying for failure. If we get that right, we will be able to spend on the things that people really prioritise locally.

Lib Dem-run Stockport is the MJ’s council of the year. It spends £3 in every £4 on adults and children, and it includes the most deprived part of Greater Manchester, yet the Government’s funding settlement leaves the borough receiving £52 million less each year than the average across equivalent authorities. That has been made significantly worse this year. What advice would the Minister give to my constituents when they see the council having to make cuts to vital local services?

The Building Safety Regulator (BSR) publishes monthly data on Building Control Approval applications, including progress on the batching pilot launched in September 2025. Latest data, published in February 2026, showed average approval times for new cases of 18 weeks, representing an almost threefold improvement in processing times when compared to May-July 2025. More complex cases managed through Account Managers are taking around 25 weeks on average for approval.

The BSR has also addressed the backlog of legacy Gateway 2 applications through a substantial expansion of operational capacity and the integration of specialist expertise. These measures have strengthened decision-making, sped up the processing of both new‑build and remediation cases, and supported more efficient partnership working with industry.

In parallel, enhanced guidance, developed jointly with the Construction Leadership Council, is supporting applicants to submit clearer, higher‑quality applications that demonstrate compliance, helping to further reduce determination times.

There are currently four live Gateway 2 applications within the Stockport constituency (SK1–SK5): two remediation cases and two Category A applications.

My Department has held no specific discussions with Stockport Council regarding the condition of Reddish Library.

The Department for Culture, Media and Sport (DCMS) is responsible for public library policy and the Libraries Improvement Fund. DCMS intends to publish a new English public library strategy later this year to emphasise and support their position at the heart of communities and their pivotal role in improving the lives of working people.

The South Manchester Strategy sets out the EA’s long‑term approach to managing flood risk along the River Mersey, with a focus on maintaining and upgrading key defences. While the project area extends into Stockport, most assets being reviewed are located further downstream.

Recent community drop‑in sessions have helped Stockport residents register for flood warnings, ensuring they are prepared to respond quickly and effectively during flood events. The EA has also supported joint door‑knocking with the Greater Manchester Combined Authority, Greater Manchester Fire and Rescue Service, and Stockport Council to increase flood warning uptake in areas with historically low registration. These proactive efforts demonstrate the EA’s continued commitment to protecting people, homes and businesses.
