Electricity storage can reduce peak wholesale prices, by storing cheap renewable energy and acting as an alternative to gas when power is most needed. Analysis by LCP Delta and Regen, published by DESNZ and Regen in January 2024, demonstrates this effect specifically for long duration electricity storage (LDES). However, the Department has not conducted a specific quantification of this impact on either the proportion of hours in which gas sets the wholesale electricity price, the prices faced by energy-intensive manufacturers, or the long-term cost of the British Industrial Competitiveness Scheme.

All forms of electricity storage have an important role to play in decarbonising the power sector by storing cheap renewable energy for use when it is most needed. Analysis by LCP Delta and Regen, published by DESNZ in January 2024, demonstrates that long duration electricity storage (LDES) reduces wholesale energy price volatility. A recent paper from the UK Energy Research Centre explains that ultra-long duration storage has significant system value and can reduce the energy system’s reliance on expensive gas, often used during periods of low wind and sun. In August 2026, £28 million of government funding was made available to support the development of ultra-long duration storage to supply electricity for 100 hours or more.

The Department works very closely with industry and across government to manage foreign involvement in energy infrastructure. The largest grid-scale battery owners in GB are all UK-based companies - and battery operators include UK, European, Singaporean and US companies - though there has not been a detailed assessment of the ownership and finances of this sector. We continue to take a long-term, strategic and proportionate approach to managing relations with China and will co-operate where we can, and challenge where we must.

To meet the UK’s oil-stocking obligation as a member of the International Energy Agency, the Secretary of State requires companies that supply more than 50,000 tonnes of key petroleum products to the UK inland market over a 12-month period to hold emergency stocks. This currently applies to 16 refiners and importers. Obligations are allocated among these companies so that the UK holds stocks equivalent to 90 days of net oil imports. Companies report stock levels to the Department monthly, and more frequently during an International Energy Agency stock release. The Department also carries out on-site audits.

The Environment Agency is reviewing its approach to high-flow abstraction to help farmers store water when it is available and to simplify access to long-duration abstraction licences. The review is ongoing, and its findings will be published in due course.

There has been one International Energy Agency coordinated emergency stock release since January 2025 – the action announced on 11 March 2026 in response to the Middle East conflict and Strait of Hormuz disruption. The UK's contribution was ~14 million barrels which DESNZ moved quickly to make available by lowering the obligation on companies to hold stocks. Government is working closely with the National Drought Group on drought preparations and management to monitor the situation and ensure coordinated action. Water companies have consulted on revised statutory drought plans, which shows how they will continue to secure essential water supplies in a drought, aligning with their long-term investment for water resilience set out in their Water Resources Management Plans. These plans set out how each company will manage water supply and demand including leaks, sustainably for at least the next 25 years. Within their plans, water companies must consider all options, including demand management and new water resources infrastructure, including reservoirs and transfers.
Government is working with water companies to reduce supply pipe leakage, with water companies committing to delivering a 50% reduction in leakage from 2017-2018 levels by 2050. In addition to their own sector targets, the Environment Act 2021 includes an interim target of a 30% reduction in leakage by 2032. Water companies are also aiming to deliver approximately 10.4 million smart meters over 2025-30, which will be the biggest rollout to date. This will improve leakage detection.

The Ultra-Long Duration Energy Storage (ULDES) Challenge is part of the Government's Research and Development Mission Accelerator Programme (R&D MAP). A key element of the Programme is a focus not only on technology development, but also on the wider policy, regulatory, market and commercial conditions needed for successful deployment. DESNZ is working closely with UK Research and Innovation, regulators and industry to identify how they can work together to ensure that technologies emerging from the Programme can achieve real-world deployment and impact.

The UK uses diverse gas supply sources to meet winter demand, including domestic UK Continental Shelf production, pipeline and interconnector imports, and Europe’s second largest LNG import infrastructure.
Gas storage, filled from these sources, provides system flexibility to respond to short-term changes in supply and demand. In winter 2025/26, gas storage supplied 5% of total GB gas use and we expect it to contribute a similar amount this winter.
As set out in our interim response to the Gas System in Transition: Security of Supply consultation, we recognise that gas infrastructure needs may change through the energy transition. We will further assess whether additional infrastructure, including strategic gas storage, is required, and will publish a full response in due course.

Through its water resources management plan, Severn Trent Water has selected a new West Midlands raw water storage reservoir to provide 32.5 million litres per day from 2040 onwards. This is expected to use an existing quarry site to abstract and hold higher flows from the River Severn.
Severn Trent have considered multiple reservoir enlargements. It is due to finish its Draycote reservoir expansion later this year, holding an additional 1.4 million cubic meters – an extra 9 million litres per day. By 2050 it plans to expand Tittesworth reservoir and Whitacre Minor dam – a further 17 million litres per day.
