Supporting the rights of women and minority groups in Syria is a UK priority which we promote through our humanitarian work and via our support to the education sector. The UK's 'Syria Education Programme' has delivered quality, inclusive education to over 980,000 primary aged children in Northwest Syria since 2018, improving learning outcomes with a strong focus on gender equity and disability inclusion. We are providing technical assistance to the Syrian Ministry of Education to enhance national education policy and planning, building on areas of our technical expertise including inclusive education. We will continue to advocate that the process of curriculum change in Syria should be transparent and consultative, and, with other development partners, will continue to monitor significant changes.

On the reconstruction challenges facing Syria, I refer the Hon Member to the answer provided on 4 June in response to Question 5915. The UK provided £104 million to Syria for financial year 2025/26, funding life-saving humanitarian assistance, as well as support for Syria's longer-term recovery.
On the specific issue of food security, the World Food Programme reports that conditions are gradually improving. However, more than 80 per cent of Syrian families are still unable to reliably access enough nutritious food. This assessment helps shape UK support through our agriculture and humanitarian assistance programmes, which aim to improve food security, support livelihoods and strengthen resilience.

The MLRs do not prescribe separate requirements on supervisors in relation to commercial activity involving particular geographic areas or territories. Regulated businesses and firms are required to consider relevant risk factors relating to customers, transactions and the countries and geographical areas in which they operate. Anti-money laundering and counter terrorist financing (AML/CTF) supervisors help businesses and firms comply with the Money Laundering Regulations (MLRs), this includes issuing relevant guidance. HM Treasury publishes an annual report on supervision activity using information requested from supervisors.
The Government keeps threats posed by money laundering and terrorist financing under review and works with supervisors, law enforcement agencies and the private sector to identify and address emerging risks. HMT and the Home Office jointly-published the latest National Risk Assessment of money laundering and terrorist financing in 2025. This is used to inform regulated businesses’ own risk assessments, along with supervisors’ risk assessments and other sources of risk information and intelligence.

We remain concerned about allegations around forced abduction, and we have consistently emphasised to the Syrian Government that civilians must be protected from violence, and those responsible held to account. Over half of UK humanitarian programming in Syria was focussed on women and girls in FY 2024/25 with 271,000 women reached with VAWG-related support.
On the international stage, during the UK's UN Security Council Presidency in February, we focused on the rights of women and girls, delivering a joint statement calling for women's full, equal and meaningful participation and an end to discriminatory Assad-era laws. The UK continues to engage with both the Government of Syria and civil society to press for a genuine political transition that protects the rights of all Syrians, including women.

Further to the written ministerial statements I made to the House on 28 January (HLWS1285) and 29 April (HLWS1560), UK ministers and officials continue to support the efforts of the new Syrian government to build a more stable, inclusive, and representative country, where Christian communities and other religious minorities are protected from persecution and allowed to play their full part in Syria's transition. The importance of that inclusive political transition was further emphasised with President Al Sharaa, during his visit to the UK on 31 March.
