Member for Roxburgh and Berwickshire, representing the House of Commons Commission which company is contracted to manage the parliamentary website search engine; how many years this company has held the contract; how much has been paid to this company in each year for which figures are available; when the contract is up for renewal; and if he will make a statement. [111871] Sir Archy Kirkwood: The parliamentary website has two search facilities. The first is a search function supplied as part of the service provided by The Stationery Office Ltd., for the electronic publication of House of Commons publications. The company has provided the service since it was first launched in 1996 and most recently was awarded a five-year contract, with the possibility of extension for up to a further two years, from 1 April 2000. This service was modified in July last year, as part of the redesign of the Parliamentary website, by the provision of a new front end search menu and the inclusion of the ability to search across the remainder of material on the parliamentary website. The second relates to the more specialised searches that can be undertaken within the POLIS system. This system is due to be replaced by the end of 2004 and, as part of the tendering exercise that is already well under way, options for the replacement of the search facility will be evaluated. In both cases the search functions are part of a larger service and so it is not possible to identify the specific costs incurred in providing them. In any case, as a matter of policy, the House does not disclose the cost of individual contracts, which are commercially confidential.

Mr. White: To ask the Secretary of State for Trade and Industry if he will make a statement concerning the publication of the White Paper on enterprise skills and innovation "Opportunity for all in a world of change" (Cm 5052). [150692] Mr. Byers: The White Paper on enterprise, skills and innovation "Opportunity for all in a world of change", was published jointly by my right hon. Friend the Secretary of State for Education and Employment and me on 13 February 2001. At the request of Mr. Speaker, I have investigated a number of matters. It appears that elements of a draft version of the text of the White Paper--but not the final version--were obtained by the Financial Times prior to publication. I share Mr. Speaker's concern about this matter. However, I have investigated this and can confirm that no advance copies of the White Paper were made available to the media by my Department or by the Department for Education and Employment prior to the day of publication. The House was informed of the publication of the White Paper in a written parliamentary question at 8.30 am on 13 February. Publication of the White Paper was announced to the media at a press conference which my right hon. Friend the Secretary of State for Education and Employment and I held at 12.30 pm on 13 February. The White Paper was laid before Parliament at 11.00 am. Copies of the White Paper were due to be delivered to the Vote Office of the House for release at 11.00 am. Unfortunately, these were delivered late by The Stationery Office with the result that copies were not available in the House until noon. The delay in delivering copies of the White Paper to the House was very regrettable and my Department has asked for procedures to be put in place by The Stationery Office to ensure that such a delay is not repeated in future.

Mr. Amess: To ask the Minister for the Cabinet Office what controls are used to assess (a) competitiveness and (b) relative costs, and what measures he takes to limit those costs when purchasing printed matter from The Stationery Office. [66093] Mr. Kilfoyle: The Cabinet Office seeks to achieve best value for money from all of its purchasing activities whether it is buying printed matter or other goods and services. Cabinet Office Print Procurement arrangements are currently handled via the Central Office of Information which places work with suppliers who have been appointed after competition and in accordance with EC Public Procurement regulations. The Stationery Office Ltd. is just one of those suppliers and is only used when it is able to provide the most cost-effective solution. In addition, the Controller of Her Majesty's Stationery Office, acting in her capacity as Queen's Printer, has a number of Print and Publishing contracts with The Stationery Office Ltd. These cover the "Civil Service Year Book", Acts of Parliament, Measures of the Synod of the Church of England, Statutory Instruments, Statutory Rules of Northern Ireland, Command Papers, and the London, Belfast and Edinburgh Gazettes. The contracts, which were let on 30 September 1996 as part of the privatisation exercise undertaken by the last Administration, expire on various dates between 30 September 2000 and 30 September 2001. The process of re-tendering under EC Public Procurement procedures will commence in April 1999. If The Stationery Office Ltd. decides to bid for any Cabinet Office contract it is treated no differently from any other company submitting tenders for the work.
