The UK continues to champion Freedom of Religion or Belief (FoRB) for all, including in Sudan, Mali, Burkina Faso, Maldives, Mauritania, Cuba, Niger, Tajikistan and other countries on the Open Doors' World Watch List where Christians face persecution or discrimination because of their faith. Last July, the UK's Special Envoy for Freedom of Religion or Belief, David Smith MP, set out the Government's new strategy on FoRB, providing a framework for engagement with other countries, and describing the links between the protection of FoRB and other goals including the prevention of conflict. As part of this strategy, the UK continues to champion FoRB on the international stage, including through our position in the United Nations and the Article 18 Alliance.

On 8 July, the UK's Special Envoy for Freedom of Religion or Belief, David Smith MP, set out the Government's new strategy on FoRB, providing a framework for engagement with other countries, and describing the links between the protection of FoRB and other goals including the prevention of conflict. As part of this strategy, the UK continues to support FoRB on the international stage, through our position in the United Nations, G7 and Article 18 Alliance.

The British Embassies in Astana and Dushanbe monitor the situation in country for refugees, including from Afghanistan, and lobby relevant authorities on their obligations under international law when necessary. I raised human rights with my Kazakh and Tajik counterparts in February 2025 and October 2024 respectively. We continue to encourage all states, including Kazakhstan and Tajikistan to uphold international human rights obligations.

The UK is committed to Freedom of Religion or Belief (FoRB) for all, as guaranteed under international human rights law. We are clear that incitement of violence or hatred against individuals based on their religion or belief is unacceptable. Through our Embassy in Dushanbe, we monitor closely the human rights situation in Tajikistan, including the treatment of the Pamiri population in Gorno Badakhshan Autonomous Oblast (GBAO). We regularly raise our concerns with Tajik authorities. Minister of State Stephen Doughty and Minister of State Hamish Falconer have separately encouraged Tajik counterparts to raise Tajikistan's compliance with international human rights.

We discuss Tajikistan's human rights situation both bilaterally and in international fora, including during the Foreign Secretary's visit this week, and during Minister Docherty's visit to Tajikistan in 2023 and through the British Embassy in Dushanbe.

The Secretary of State for Foreign, Commonwealth and Development Affairs spoke to the former Uzbek Foreign Minister on 1 December at the OSCE Ministerial Council meeting in Poland. He also met briefly with the Tajik Foreign Minister at the same event, but has not recently met ministers from Turkmenistan. Lord Ahmad met the Turkmen Foreign Minister last year. We regularly engage with our partners in Central Asia to support reform, encourage trade, and to build a secure and stable region.

The UK welcomes the ceasefire reached between the Kyrgyz Republic and Tajikistan following border clashes in September and we continue to urge both sides to pursue a lasting solution by peaceful and diplomatic means. We regret the significant loss of life that occurred and express our condolences to the families of those who died. Having set out our support for peaceful settlement at the OSCE Permanent Council on 23 September, we are also engaging with partners on ways in which we can support this objective.

We see regional countries as vital to the overall response, including Pakistan and Iran who host 2.2 million registered Afghan refugees. The Foreign Secretary discussed the situation when she visited India, Saudi Arabia, Qatar and Indonesia over the autumn and Lord (Tariq) Ahmad, the Minister of State for South Asia, travelled to Tajikistan and Uzbekistan in support of the resettlement process. Lord Ahmad also called on his counterparts in the region to discuss the humanitarian situation and the resettlement process.

I most recently visited Uzbekistan on 14 September, after also visiting Uzbekistan and Tajikistan in the week of 30 August for discussions on Afghanistan. The former Foreign Secretary also had telephone conversations with the Uzbek Foreign Minister on 6 September and the Tajik Foreign Minister on 2 September. I called the Deputy Foreign Minister of Turkmenistan, on 3 September, the Foreign Minister of Uzbekistan on 25 August and Deputy Foreign Minister of Tajikistan on the same day. We held discussions with counterparts on securing safe passage for those fleeing Afghanistan and advancing the government's international priorities.

Throughout this crisis the Foreign Secretary had received advice that draws on a range of inputs from HM Ambassadors to Iran, Pakistan, Uzbekistan and Turkmenistan.

The UK is committed to defending freedom of religion or belief (FoRB) for all, and promoting respect between different religious and non-religious communities. Promoting the right to FoRB is one of the UK's longstanding human rights priorities. On a country level, Ministers and officials regularly raise specific cases of concern, and discuss practices and laws that discriminate on the basis of religion or belief. On a multilateral level, we work within the UN, OSCE, Council of Europe, International Religious Freedom or Belief Alliance ('Alliance') and other international organisations and networks to promote and protect FoRB for all where it is threatened. The Minister responsible for Human Rights, Lord (Tariq) Ahmad of Wimbledon, underlined the UK's commitment to FoRB for all in a number of international meetings in November 2020, speaking at the Ministerial to Advance FoRB and the Ministers' Forum of the Alliance. On 20 December 2020, the Prime Minister reaffirmed his commitment to FoRB by appointing Fiona Bruce MP as his Special Envoy for FoRB. Mrs Bruce represents the UK at meetings of the Alliance who work to advocate for the rights of individuals being discriminated against or persecuted on the basis of their faith or belief.

Revised ODA allocations for 2020/21 will be published by HM Treasury at Autumn Budget. The next step will be to discuss specific savings with suppliers and partners and revised ODA allocations will be published in due course after this has been completed.

The Foreign Secretary and I, alongside other British Government Ministers, routinely raise our concerns about the persecution of religious minorities, including Christians, where this occurs. He recently asked the Bishop of Truro to conduct an independent review of the persecution of Christians around the world to help inform this important area of our work and ensure it is targeted and effective. The Government works with a large number of NGOs, including Open Doors, to help promote and protect freedom of religion or belief. We use information from a wide range of sources to inform our work.
