To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what diplomatic steps she is taking in response to ongoing restrictions put on women in Afghanistan by the Taliban.
I refer the Hon Member to the answer provided on 2 April in response to Question 122807.
That this House deplores the systemic and violent subjugation of women and girls in Afghanistan by the Taliban, including the new penal code which was introduced in January and has effectively legalised domestic violence including sexual assault within marriages while also granting husbands explicit authority to discipline their wives for non-specified transgressions; notes the continuation of extensive restrictions on speech, education, working, and unaccompanied travel or movement in the public sphere; understands that this is described by the United Nations special rapporteur as amounting to a gender apartheid; acknowledges the Tirana Declaration agreed by Afghan female leaders in September 2024; further acknowledges the critical need to hold Taliban leaders accountable for human rights violations; and calls on the Government to reaffirm its commitment to Afghan women and girls throughout its diplomatic, international development and defence policies.

I refer the Hon Member to the statement issued by the Foreign Secretary on this matter on 26 February, where she said: "I am appalled by continuing restrictions imposed on women and girls in Afghanistan. The Taliban's new criminal procedure code legitimises domestic violence and targets women and minorities. These oppressive measures must be rescinded. The rights of all Afghans must be protected." The UK is working closely with international partners on the issue, including through our chairmanship of the G7+ group of countries, and engagement through the UN and the Human Rights Council.

The UK has a proud history of providing protection for those fleeing war and persecution through our safe and legal routes. Since 2021, we have resettled over 34,500 individuals through the UK’s Afghan schemes.
Given the scale of global displacement, it is unfortunately not possible to offer a pathway to the UK for every person who needs it. The UK’s Afghan schemes were never intended to operate indefinitely, and, on 1 July 2025, the Government announced the closure of the schemes.
Afghans wishing to settle in the UK may apply through existing safe and legal routes for work, study and settlement.

That this House notes with deep concern the fourth anniversary of the Taliban’s seizure of power in Afghanistan; condemns the regime’s illegitimate rule and its systematic violations of human rights, including the repression of women and girls, persecution of ethnic minorities and the dismantling of democratic institutions; further notes reports of torture, arbitrary detention and the harbouring of terrorist groups; and urges the Government to maintain a policy of non-recognition, strengthen sanctions, support a peaceful political transition and ensure UK aid reaches those most in need without empowering the Taliban.

The Government does not hold an estimate of the total number of people who may have been eligible for ARAP but did not apply. ARAP is a well-known scheme amongst the Afghan communities and has seen over 190,000 applications since it was opened in April 2021. Our assessment that the majority of those likely to be found eligible had already applied has been deduced from the fact that over the past two years, 95% of applications to the ARAP scheme have been found ineligible. The period following the first 12 months after Operation PITTING in Aug 2021 saw ineligible decisions begin to significantly overtake eligible ones. This trend has continued consistently to July 2025, when the ARAP scheme was shut to new applications.
