To ask His Majesty's Government whether they have a formal procedure for responding when a person residing in the UK is designated or sanctioned by a foreign government on the basis of an alleged association with a terrorist organisation, particularly where that government is their security partner.
To ask His Majesty's Government whether they have a formal procedure for responding when a person residing in the UK is designated or sanctioned by a foreign government on the basis of an alleged association with a terrorist organisation, particularly where that government is their security partner.
There is no formal procedure for the UK to respond when a foreign government designates or sanctions a person residing in the UK. The precise consequences for affected individuals will depend on the nature of the acting country’s designation / sanctions regime and the particulars of the measures imposed. A decision by a foreign government to designate or sanction individuals is a matter for that government and such decisions are taken independently of the UK Government.
The UK takes designation, sanction, and proscription decisions independently in accordance with its own legal frameworks, evidential thresholds and national security assessments.
We continually review and strengthen our counter-terrorism capabilities whilst working closely with domestic and international partners to tackle terrorist threats. This Government will always take the strongest possible action to protect our national security, and our priority remains maintaining the safety and security of our citizens.
That this House notes that this year marks the ten year anniversary of the incarceration of Khobaib Hussain, Naweed Ali, Mohibur Rahman and Tahir Aziz, known as the Birmingham Four, who were convicted in 2017 and sentenced to life imprisonment for terrorism offences following a covert police operation; further notes that the men maintain their innocence and that their legal representatives have raised serious concerns about the conduct of undercover officers, the alleged fabrication and planting of evidence, and the disclosure and handling of evidence during the investigation and trial, with their case now resting with the CCRC; expresses concern that the men have now spent ten years in prison while these allegations remain unresolved; recalls the historic miscarriage of justice suffered by the Birmingham Six, whose wrongful convictions exposed grave failures in West Midlands policing, prosecution and the criminal justice system and ultimately contributed to the establishment of the CCRC; is deeply concerned by the parallels raised between the Birmingham Six and the Birmingham Four, particularly the danger of a suspect community being treated differently by the criminal justice system; believes that allegations of police misconduct and evidence fabrication must be thoroughly and urgently investigated at the earliest opportunity, regardless of the nature of the allegations against defendants; and urges the CCRC to reach a prompt determination on the application concerning the convictions.

That this House recognises the contributions of the 236 UK firefighters from 48 UK fire and rescue services who are attending the Terry Farrell Patriot Day Memorial Stair Climb at Truist Park in Atlanta, Georgia; further recognises the more than 2000 steps they will climb to represent the 110 floors climbed at the World Trade Centre; congratulates them on the honour of each of them wearing a lanyard bearing a photograph and name of the 343 members of the NYC fire department who lost their lives that day; also recognises the honour of being chosen to lead the climb and carry the ceremonial steel from the structure of the World Trade Centre on the opening ceremony; and believes these firefighters deserve recognition for doing this important event.
