To ask the Secretary of State for Business and Trade, how many times the incorporation SIEL, issued on 26 November 2024, for export to Israel by Thales UK has been used; on which dates; and whether that licence has been exhausted.
Since September 2024 this Government has suspended licences for exports for the IDF that might be used in military operations in Gaza and we have continued to refuse relevant new licence applications on the same basis.
Not all military licences for Israel have been suspended, as many relate to items for re-export to third countries or are otherwise not assessed as being for use in military operations in Gaza.
We can confirm that the licence referenced remains extant. The Department does not hold comprehensive data on exports that have taken place under individual export licences. For goods export data, you should refer to HMRC, who publish UK trade in goods statistics by partner country and product which can be found on www.uktradeinfo.com.

Neither a Prior Information Notice nor voluntary ex-ante transparency notice were published, noting that this procurement is excluded from applicable procurement legislation as it is pursuant to an international agreement between the UK and Ukraine.
To ask the Secretary of State for Defence, with reference to his Department's press release on the award of a £1.6 billion contract to Thales in Belfast for the manufacture of lightweight-multirole missiles, published on 2 March 2025, whether the contract was reviewed by the Single Source Regulations Office.

The Ukraine Government selected the lightweight-multirole missile because it has demonstrated itself to be a highly effective short range air defence capability. Because the UK Ministry of Defence is acting on behalf of the Ukrainian Government in procuring these missiles, pursuant to an international agreement between the UK and Ukraine, and the contract is being funded by the Ukraine Government with support from UK Export Finance, the procurement is excluded from the procurement legislation which would normally be applicable.

The Ukraine Government has selected the Lightweight Multi-role Missile because it has demonstrated itself to be a highly effective short-range air defence capability. The contract includes provisions for termination in a range of circumstances. Releasing the detail of those provisions could potentially harm our relations with the Government of Ukraine, noting that the contract was placed on its behalf pursuant to an international agreement between the UK and Ukraine and is being funded by the Ukraine Government, with support from UK Export Finance.

I refer the hon. Member to the answer I gave him to Question 35735 on 12 March 2025.
To ask His Majesty's Government what benefits the £1.6 billion contract with Thales Air Defence Limited in Belfast to supply 5,000 missiles to Ukraine will bring to the Northern Ireland economy.
To ask His Majesty's Government what benefits the £1.6 billion contract with Thales Air Defence Limited in Belfast to supply 5,000 missiles to Ukraine will bring to the Northern Ireland economy.
The deal to increase production at Thales is a vote of confidence in Northern Ireland's valuable defence sector and we want to ensure that Northern Ireland benefits fully from increases in defence expenditure in the UK. The deal will also provide a major boost to the UK economy, creating 200 new jobs and supporting 700 existing jobs at Thales in Belfast.
To ask the Secretary of State for Defence, what weightings were applied to (a) technical capability, (b) cost, (c) delivery timelines and (d) risk assessment in the award of the contract to Thales Northern Ireland for lightweight-multirole missiles.
To ask the Secretary of State for Defence, what weightings were applied to (a) technical capability, (b) cost, (c) delivery timelines and (d) risk assessment in the award of the contract to Thales Northern Ireland for lightweight-multirole missiles.
This procurement was not subject to competition, in accordance with applicable procurement legislation, and therefore tender assessment weightings were not applicable.
To ask the Secretary of State for Defence, whether his Department made an assessment of the value-for-money of the award the contract to Thales Northern Ireland for lightweight-multirole missiles prior to the award of that contract on 2 March 2025.
To ask the Secretary of State for Defence, whether his Department made an assessment of the value-for-money of the award the contract to Thales Northern Ireland for lightweight-multirole missiles prior to the award of that contract on 2 March 2025.
Value for Money of the contract has been assessed in accordance with normal Departmental practice, including benchmarking, in addition to a bottom-up price assessment. In addition to UK Ministry of Defence (MOD) internal assurance the Ukrainian MOD have also been satisfied that the deal represents good Value for Money.

The Ministry of Defence expects all its suppliers to comply with all applicable legal and regulatory requirements. It would be inappropriate for me to comment on an ongoing investigation.
