To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the potential economic growth and wider benefits of extending the Docklands Light Railway to Thamesmead via Beckton Riverside.
At Autumn Budget 2025, government committed to financially supporting the extension of the Docklands Light Railway to Thamesmead via Beckton Riverside. The extension will enable the building of up to 25,000 new homes and creation of 10,000 new jobs in Thamesmead and Beckton, and is critical to the development of the proposed New Town in Thamesmead.
As a part of the decision to support the extension, Greater London Authority and Transport for London submitted a Full Business Case to government setting out the benefits the extension will achieve. The Business Case was assessed by His Majesty’s Treasury who concluded that it represents good value for money.

On Monday 23 March, the government launched a public consultation on its proposed New Towns Programme and its environmental implications. That consultation can be found on gov.uk here.
Through the Programme, we are proposing to take forward seven locations, including a site at Thamesmead.
The consultation builds on the findings of the New Towns Taskforce’s final report. It invites views on how the new towns programme will operate, how new towns will be delivered and planned, and the proposed approach to design, placemaking and planning policy.
Final locations will be confirmed later this year after the consultation, the Strategic Environmental Assessment and any further required environmental assessment have concluded.

We appreciate the strategic and economic benefits of new transport infrastructure programmes in London like the DLR extension to Thamesmead.
This government remains committed to supporting London and the transport network on which it depends and regularly engages with TfL to understand its capital portfolio for the long-term.
We continue to work with the Mayor of London and Transport for London on funding for transport in the capital as part of the Spending Review and it will then be for them to decide which projects to take forward.

Responsibility for the Docklands Light Railway (DLR) sits with the Mayor of London and Transport for London.
Government recognises the potential of the proposed extension of the DLR, and welcomes the partnership approach that is being taken. Government will continue to engage with partners, as they develop the evidence base.
Government understands that partners will assess the housing impacts of transport options as part of the initial business case that is currently being developed.

Will the Minister look favourably at these proposals when they are submitted to the Government, and provide the necessary funding to finally put Thamesmead on the transport map?

Thamesmead in my constituency needs levelling up. It has some of the worst public transport links in the capital. There are ambitious plans to extend the docklands light railway to Thamesmead, which are supported by Greenwich and Newham councils and Transport for London. Will the Minister look favourably at these proposals when they are submitted to the Government, and provide the necessary funding to finally put Thamesmead on the transport map?
That decision is yet to be taken, but in terms of the hon. Gentleman’s council and the money it is missing out on, it is disappointing to learn that in Chester the green bus technology fund, the low emission
fund, the ultra-low emission fund, the all-electric bus city fund and all the zero-emission bus regional area funds have not been taken advantage of by his council. I really would encourage him to work with his council to make the most of the generous offers provided by the Department.

With a bunch of parents in Saughall in my constituency, we have been trying to put together a package for school bus transport that would save hundreds of car journeys a week. It is predicated on a successful Bus Back Better bid, but the word from the Treasury is that that money will be halved. Will we get the full amount that Cheshire West and Chester Council bid for?

The Government and Homes England are working together with the Greater London Authority and Transport for London to explore the scale of the opportunity, and potential options, at Thamesmead & Beckton Riverside.
That this House notes that the residents of Thamesmead are celebrating the 40th anniversary of their town; records that the development was started by the then Greater London Council (GLC) to meet London's housing needs and that most of the rented social housing was provided by the GLC as well as many of the community facilities including community halls, meeting rooms, lakes, parks and open spaces; notes that when the GLC was abolished by the then Conservative Government all the social housing, community halls, lakes, parks and open spaces were transferred, not to the two local authorities, Bexley and Greenwich, but to a private company, Thamesmead Town Ltd.; congratulates the residents of Thamesmead for their persistence in campaigning against Thamesmead Town Ltd. and for the tenants' right to transfer to a registered social landlord; welcomes the fact that the election of a Labour Government in 1997 enabled that transition to take place in 1999, with the transfer of rented housing to Gallions Housing Association; regrets, however, that the opportunity was not taken at that time to transfer the lakes, parks and open spaces to the two local authorities; notes that residents of Thamesmead pay council tax to the two local authorities including a contribution to the maintenance of parks and open spaces throughout the two boroughs except Thamesmead; and calls on the Government to reconsider this situation and end this unfairness to the people of Thamesmead.
