The national planning policy framework clearly militates against building on agricultural land. Notwithstanding the Minister’s desire not to interfere in local democracy, will he write to the leader of Thanet district council to remind him that agricultural land is the stuff that we grow food on, and cannot be for housing if we are to remain sustainable?

We are maintaining the existing strong protection for the best and most versatile agricultural land that is most important for food production. The line that we are removing from the NPPF was added in December 2023, and does not provide clear and meaningful guidance to authorities about what they should do, in addition to having that strong protection in place.

My right hon. Friend will be aware of UKIP-led Thanet Council’s broken election promise to support the reopening of Manston as an airport. On the basis that the Manston site was to be redesignated as “mixed use”, with thousands of houses, local councillors sensibly rejected the plan, and I salute them for doing so. Can my right hon. Friend assure me that Thanet will now be given as much time as is reasonably necessary—perhaps under a new administration—to get our local plan right?

My hon. Friend is right to raise this matter on behalf of his constituents. I understand that Thanet District Council has not adopted a local plan since 2006, which is why my right hon. Friend the Housing Secretary has written to the district council to begin the formal process of considering intervention. This is a very serious step that shows that the council has not been doing what it should be doing in relation to a local plan. So my right hon. Friend the Secretary of State is now considering whether to intervene, and he will make an announcement in due course.

I am delighted to answer that offer and say yes, I would like to go. I remember very well that it was early in the 2010 Parliament when Pfizer made that decision. There were real concerns that it would lead to an exit of jobs and investment from my hon. Friend’s constituency. I want to pay tribute to David Willetts who, as Minister of State for Universities and Science at the time, did a great job working with others, including with the local MP, to get businesses to locate in the constituency, and to show that there is a very strong pharmaceutical and life sciences industry in our country, providing the jobs that we need.

My right hon. Friend will be aware that it is five years since the announcement by Pfizer in Sandwich that it would scale down operations. Since then, with enterprise zone status, there has been a true renaissance of high-tech businesses on the site, and employment levels are now nearly up to where they were previously. My right hon. Friend has previously promised a trip to South Thanet. May I invite him once more to see on site the success of Discovery Park in my constituency?

I associate myself with my right hon. Friend’s tribute to those in the Prison Service and the Courts Service who served and still serve in our armed forces.

I am sure my right hon. Friend is aware of the many people on probation who are placed in my constituency. What measures is the Department taking to ensure that they have sufficient connection to my area and that the impact on the local community is understood?

I understand my hon. Friend’s concerns. Under the Transforming Rehabilitation reforms, there will be a much closer link between a prisoner, their place of detention, the area into which they are released and the plans for supporting them after they leave prison. Should they need or wish to move to a different area, they will need consent from the probation service and their local probation officer to do so. My hope and belief is that this will lead to much better post-prison support, and in particular post-prison support close to their natural home, rather than the kind of issues that my hon. Friend has experienced.
