The National Cyber Security Centre (NCSC) handles any reports it receives relating to cyber incidents in confidence and so it would not be appropriate to comment on any such engagements.
More generally, however, defending democracy is a priority for the NCSC. It engages regularly with organisations and individuals involved in our democratic and electoral processes to provide expert advice on cyber security best practice and to help raise resilience in the face of rising online threats.

Special Advisers are required to comply with the Special Adviser Code of Conduct at all times and are required to make declarations on meetings with senior media figures in line with published transparency guidance.
Where a Special Adviser accompanies their Minister to an official meeting with a senior media figure, the Special Adviser's attendance does not need to be separately recorded as the Minister will be the main attendee. Where an 'informal' lobbying approach is granted time or resource by Government, it should result in a diarised engagement and therefore be recorded.

No. All individuals within the Cabinet Office’s Humble Address response team are existing Civil Servants, some of whom have been loaned to the Cabinet Office by other departments. Civil Servants remain bound by the Civil Service Code at all times, and by their departmental policies on managing conflicts of interest.

The Prime Minister asked civil servants in the Cabinet Office Propriety and Ethics team to establish the facts in relation to allegations concerning the former Parliamentary Under-Secretary of State jointly in the Department for Science, Innovation and Technology and the Cabinet Office.
As has been the case under successive administrations, this process is confidential. Once the facts had been established, the Prime Minister then requested advice from the Independent Adviser on Ministerial Standards. The Independent Adviser’s subsequent advice to the Prime Minister is published on gov.uk.
As is set out in the Independent Adviser’s terms of reference, “Information provided to the Independent Adviser for the purposes of their functions is provided in confidence” (paragraph 4.2).

That this House notes the reports in the Financial Times and Democracy for Sale investigative newsletter, confirming that the Prime Minister's senior team when he was Leader of the Opposition, comprising Morgan McSweeney and Paul Ovenden, were updated by former Minister, Josh Simons, on the investigation by ACPO commissioned by Labour Together which it is alleged was subsequently used to smear journalists who had exposed and reported on the breaches by Labour Together of Electoral Commission rules on the declaration of the funding used to support the campaign by the Rt hon. Member for Holborn and St Pancras to become leader of the Labour Party; and calls upon the Government to establish an independent inquiry into the activities of Labour Together and the attempts to smear journalists.
