I associate myself with the Deputy Prime Minister’s remarks and pay tribute to Jo Cox. I also wish the England men’s team all the best tonight—may they follow the winning example of the Lionesses and the Scotland men’s team.

Friend agree that our town and local centres, particularly our independent small businesses, are the lifeblood of our economy, and will he confirm that this Labour Government will do what it takes to unlock the potential of our local economies? One such example would be supporting the campaign by me and my hon. Friend the Member for Thurrock (Jen Craft) to restore the Gravesend-Tilbury ferry, which was cut by the Conservatives.
I associate myself with the Deputy Prime Minister’s remarks and pay tribute to Jo Cox. I also wish the England men’s team all the best tonight—may they follow the winning example of the Lionesses and the Scotland men’s team.

Our high streets strategy, backed by more than £300 million of investment, will build on our work to rejuvenate high streets across the country. We are also putting power into the hands of local communities through our flagship Pride in Place programme, which includes £1.5 million for Gravesham. Her local council can make use of the integrated transport funding for local priorities, including ferry services, and I know that Ministers will be happy to help.

The Department for Transport does not collect information about MSRS-supported freight movements via station. The scheme divides Great Britain into 18 zones. Zone 1 covers East Tilbury station.
The Department has not undertaken an assessment of capacity at, or the impact of MSRS-supported flows on, East Tilbury station. However, the published MSRS scheme guidance makes clear that there is scope to support eligible freight flows originating from or operating through Zone 1. Department officials will hold formal reviews with grant recipients over the financial year to assess the performance of each funded freight flow and whether adjustments to payments are needed; this includes taking into consideration route capacity issues raised by grant recipients.
The MSRS continues to support freight movement near East Tilbury station and London Gateway, with 10 freight flows supported in 2026/27 with a total grant award of £6.9m.

ORR is the independent rail safety regulator, and we do not direct it in its role. ORR will review Network Rail’s compliance with its statutory duties at level crossings as part of any inspections of such sites and if deficiencies are found, then it will work with Network Rail to remedy them.

At this level crossing, there are around 150 scheduled passenger trains passing through each day and up to 45 freight services in both directions per day. During the last risk assessment, Network Rail identified that there were 102 level crossing activations, with an average barrier down time of four minutes and seven seconds, over a 24-hour period.

Network Rail, as the infrastructure manager for Britain’s railways, are responsible for ensuring the safety of the public at level crossings across the network, including East Tilbury Level Crossing. This is in accordance with their statutory safety duties to manage risks on the railways.
As part of this process, Network Rail will engage local communities to inform them of any potential changes to timetabling that could affect the operation of level crossings in their area, particularly those that could have an impact on safety.

Network Rail is responsible for managing safety at East Tilbury Level Crossing as the infrastructure manager for Britain’s railways and has a statutory duty to ensure all users can use the crossing safely. Network Rail will continue to engage the local community to understand these concerns and consider how they can be mitigated, whilst ensuring the safety of all users is upheld, as this is a priority.

Network Rail are well aware of the current issues with waiting times and congestion at East Tilbury Level Crossing, and understand these concerns. As the infrastructure manager for Britain’s railways with statutory safety duties to the public, Network Rail continue to monitor and keep the protective arrangements at East Tilbury Level Crossing under review, so that these safety risks can be managed, and any impacts mitigated accordingly.

The Government recognises the benefits that infrastructure upgrades in East Tilbury could bring to the local community. However, we must target our investments to maximise growth and deliver value for taxpayers.
The Spending Review 2025 settlement highlights the Government’s continued commitment to investing in rail and supporting schemes that drive maximum growth. The settlement represents an increase in funding compared with what has been spent on rail enhancements in recent years.

Network Rail, as the infrastructure manager for Britain’s railways, is responsible for the safety of users at East Tilbury level crossing. It is aware of the risks posed to pedestrians and motorists at the crossing, which are reflected in the measures in place to manage these risks, including manually operated barriers and CCTV. To support further improvements in safety, Network Rail plans to hold a safety event with the local community to raise awareness of the risks associated with East Tilbury level crossing and to discuss how misuse can be reduced.
