To ask the Secretary of State for Justice, what plans he has to implement the recommendations of the review commissioned by his Department in 2018 into Tottenham Park Cemetery; and what recent assessment he has made of the need to regulate private cemeteries.
We continue to work closely with all relevant stakeholders in light of the findings of the 2018 statutory inspection of Tottenham Park Cemetery.
While private burial grounds are not covered by the same regulations and guidance that govern local authority burial grounds, MoJ anticipates that private cemeteries will adhere to those standards.
The Law Commission’s current Programme of Law Reform includes a project to consider modernising and streamlining the law governing the disposal of human remains, with a view to putting forward a legal framework for the future. We will ensure that issues around the management of private cemeteries are brought to the Law Commission’s attention in this context.

As indicated in my response to the Noble Lord’s previous questions on the issue of mounding (HL1843, 1844 and 1845), the Government anticipates that those operating private burial grounds will adhere to the standards and principles underpinning the framework of regulation and guidance which applies to local authority burial grounds.
However, I will ensure that the issues raised by the Noble Lord are referred to the Law Commission in the context of its forthcoming consideration of the law governing the disposal of human remains, to which I also referred in my previous response.

a) The number of people entitled to claim Child Benefit in Tottenham constituency is not available. b) In the 12 months to June 2016, 450 cases with the Child Support Agency in the Tottenham constituency have experienced new payment arrears due to a non-resident parent either not paying any child maintenance or not paying in full.
The total value of arrears on cases in the Tottenham constituency stood at £5,461,264. This is for all cases, and not just those with arrears that have built up in the 12 months to June 2016, and includes arrears from the whole life of the case.
Information on geographical breakdowns on the Child Maintenance Scheme is not routinely recorded for management information purposes and could only be provided at disproportionate cost.

It is estimated that around 500 households in Tottenham constituency and 800 households in the London Borough of Haringey will be affected by the lower benefit cap in 2016/17.
It is estimated that the average reduction to benefits for capped households will be £66 per week in Tottenham constituency and £68 per week in the London Borough of Haringey in 2016/17. These represent the overall average reduction from the benefit cap including the impact of both the existing higher benefit cap and the new lower benefit cap.

The benefit cap will be lowered from 7th November from £26,000 to £20,000, except in London where it will be lowered to £23,000 (a lower cap applies to single adult households). To help ensure Local Authorities are able to protect the most vulnerable Housing Benefit claimants and to support households adjusting to our welfare reforms, the Government will provide £870m funding for Discretionary Housing Payments over the next 5 years from 2016/17. Information about this and other measures to ease the transition for families affected by this policy change is included in the latest impact assessment at the link above.

HM Revenue and Customs (HMRC) will be preparing regional analysis of tax credits claims and Mandatory Reconsideration requests, and this will be available in due course.

We are advised by NHS England that the approach to suicide prevention in the London Borough of Haringey, which includes the Tottenham constituency, encompasses a range of wider public mental health initiatives, some of which are targeting specific population groups that are known to be at higher risk of mental ill health and suicide.
We are further advised that a multi-agency plan is being developed by the local Suicide Prevention Alliance led by the voluntary sector and supported by Haringey Council and Haringey Clinical Commissioning Group.

We are advised by NHS England that allocated funding for mental health services in the Haringey Clinical Commissioning Group area, which includes the Tottenham constituency, is £34.192 million, of which £31.326 million is allocated to Barnet, Enfield and Haringey Mental Health Trust.

Primary care, dental, optometry and pharmacy services are commissioned by NHS England on a London-wide basis, therefore there is no figure available for borough-level funding.
Primary care medical (general practitioner (GP) services) allocations have been published for the next five years on a clinical commissioning group (CCG) -basis, the uplifts for Haringey are in the attached table.
The practice-level budgets for the GPs located within the Tottenham constituency total £18.4 million in 2016/17. These budgets are not set for future years but will be based on the practice-specific services and registered populations, as well as the national contract terms agreed in future years. They will benefit from the growth within the Haringey allocation as indicated in the table.
There is a development under way for a new practice at Tottenham Hale for which the capital cost is £558,000 which will expand capacity within Tottenham. CCGs also commission additional medical services from GP practices from their own resources.
