The right to peaceful protest is a fundamental tool of civic expression and will not be curtailed by this Government. However, these rights are not absolute and must be balanced with the rights and freedoms of others.
The management of demonstrations are an operational matter for the police. It is not for Government to direct the police in how they should manage protest activity. The police must enforce the law without fear nor favour and assess each protest and the potential disruption it may cause on its own merits.
The Home Office does not hold confirmed data on the number of arrests made or vehicles seized.

Section 12 of the Public Order Act 1986 allows the police to impose conditions on public processions protest as appears necessary to prevent serious public disorder, serious damage to property or serious disruption to the life of the community. Any conditions that are considered necessary by a senior police officer can be placed on the protest including the location, route and date of the protest or prohibiting individuals entering any public place specified.
The management of demonstrations is an operational matter for the police and Ministers are not involved in such decisions. Police forces work with organisers to plan protests and assess risks and manage safety.

Local authorities are asked to have regard to the Department’s guidance Setting Local Speed Limits, designed to make sure that speed limits are appropriately and consistently set while allowing for flexibility to deal with local circumstances, but the final decision is for the traffic authority, working with the police who would carry out any enforcement.

This Government is committed to tackling rural crime, safeguarding rural areas through stronger measures to prevent equipment theft and strengthened neighbourhood policing.
We are committed to implementing the Equipment Theft (Prevention) Act 2023, which aims to prevent the theft and re-sale of high-value equipment, particularly for use in an agricultural setting. We hope to introduce the necessary secondary legislation later this year.
This financial year we are providing the first Home Office funding since 2023 for the National Rural Crime Unit, a national policing unit which help forces tackle rural crime priorities and is a great example of farmers and police working together at national and local level including tackling equipment theft.
Additionally, the Crime and Policing Bill will introduce a new power for the police to enter and search premises to which items have been electronically tracked by GPS or other means, where the items are reasonably believed to have been stolen and are on those premises, and where it has not been reasonably practicable to obtain a warrant from a court.

Every business that produces or deals with waste tyres has a legal duty of care to make sure that their waste is managed appropriately by an authorised person to ensure that risks to the environment are minimised. Any holder of end-of-life tractor tyres is able to check that someone is appropriately authorised to handle that waste through the Environment Agency's or their national equivalent environmental regulator's public register.

The rules which apply to battery electric truck tractors have been in force since 1 January 2021 and were not due to change in 2024. Zero emission vehicles will help the UK decarbonise and meet our Net Zero 2050 targets. The Government is committed to supporting the transition to these vehicles.

The Government supported the Equipment Theft (Prevention) Act 2023, which gained Royal Assent on the 20 July. The Act will require immobilisers and forensic marking to be fitted as standard to new agricultural equipment such as All-Terrain Vehicles and quad bikes, to help prevent theft of this equipment and identify the owners of stolen equipment when it is recovered.
The Act provides a power for the Secretary of State to extend the scope of the Act, via secondary legislation, to other large agricultural machinery such as tractors. The necessary secondary legislation will be brought before Parliament in due course.
This legislation will make it harder for criminals to sell on stolen machinery, which will have a deterrent effect, and will have a significant impact on thefts of ATVs by breaking the current cycle of theft between farmers, insurers and manufacturers.

The scope of the proposal is limited to only those rules which were staged over several years and due to change in 2024 and in 2027. The rules which apply to battery electric truck tractors were not due to change in 2024 and have been in force since the end of the transition period.
We continue to listen closely to the concerns of the sector and work with industry to maximise the benefits provided by the UK-EU Trade and Cooperation Agreement.

The Driver and Vehicle Standards Agency (DVSA) encourages learners to only take their driving test when they can drive safely and are ready to pass their test first time. Everyone is different and therefore each person will require a different amount of time to learn to drive, or ride. The DVSA has no plans to regulate mandatory training for any test category.

The Department published a consultation response and amended the Construction and Use Regulations in 2017 to implement EU directive 2014/45 relating to fast tractors used for haulage. These amendments mandate that tractors used for haulage and capable of travelling over 40kmh are tested 4 years after first registration, and every 2 years after, with particular reference to brakes. This includes trailers where relevant.
We will be reviewing the impact of these regulations as detailed in The Road Vehicles (Construction and Use) (Amendment) Regulations 2017 presently.
